Seventeen Sealing Verses
MS 8118.03 · Documents and ordinances
The Seventeen Sealing Verses constitute the canonical liturgical and procedural text for the execution of a formal Sealing, as authorized by Concordance 117. They are seventeen distinct, metrical pronouncements, each corresponding to a specific stage in the sealing ritual, from the initial invocation of authority to the final application of the sealant itself. Their recitation, in sequence and without error, is considered a necessary component for any sealing action to be both administratively valid and ontologically binding.
Textual Provenance and Authority
The Verses are not enumerated within Concordance 117 itself, but are appended to it as a non-negotiable procedural annex (Annex Ω). Their origin is obscure; archival paleography suggests they were transcribed onto vellum now designated as Fragment 117-Ω-α some time between the ratification of Concordance 117 and the Crisis of the Forty-Third Floor. The script is a formal Librarian hand, but the linguistic register is archaic, employing syntactic constructs and a specialized vocabulary not found in other contemporary administrative documents. This has led to the prevailing scholarly consensus that the Verses are a codification of a much older oral tradition, formalized and integrated into Concordance law during the administrative reforms of that period.
Their authority is absolute within sealing ceremonies. As established in Clause 22 of Concordance 117, "the ritual commencement, progression, and conclusion of a Seal shall be demarcated by the Seventeen Verses, whose utterance confers the binding force of the Concordance upon the material act." Any deviation, omission, or mispronunciation is grounds for the immediate suspension of the sealing procedure and a mandatory review by a tribunal of senior Librarians.
The Seventeen Stages
Each Verse corresponds to a physical or bureaucratic action. The sequence is rigid, though the tempo of recitation may be adjusted to accommodate the practicalities of the seal being applied (e.g., the slow curing of Adhesive Silence versus the rapid impression of a wax seal).
- Verses 1–3 (The Declaration): Identify the object, aperture, or record to be sealed, cite the specific clauses of the authorizing Concordance, and formally witness the pre-sealing state.
- Verses Adhesive Silence (The Preparation): Describe the preparation of the sealing materials, the cleansing of the surface, and the alignment of the administrative paperwork. Verse 7 notably includes the phrase "the silence is mixed," a direct, though likely coincidental, reference to the practices of the Inkmixing Guild.
- Verses 8–12 (The Application): Accompany the physical act of sealing. The language becomes highly tactile, detailing pressure, temperature, and the exclusion of air. Verse 11 contains the controversial directive to "speak not of the interior," which some interpret as a literal injunction to silence, while others argue it is a metaphorical reference to the principle of ontological closure.
- Verses 13–17 (The Binding and Record): Formalize the seal's permanence, transfer custody of the key or de-accessioning scroll to the designated authority, and inscribe the final entry into the relevant ledger. The final verse, Verse 17, is a single, protracted syllable held for the duration of the sealant's setting period.
Disputes and Anomalies
The primary scholarly dispute concerns the relationship between the Seventeen Sealing Verses and the Seventeen Provisional Protocols. Both share the numeral seventeen, and both emerged from the same period of regulatory fervor. The traditionalist school, led by the Keepers of the Ascent, holds that the number is merely administrative coincidence, a bureaucratic artifact. The revisionist school, citing the Case of the Seventeen-Leaf Report, posits a deeper, procedural link: that the Verses are the ritual counterpart to the Protocols' regulatory framework, each Protocol having a corresponding Verse that governs its ceremonial enactment. This theory remains unproven, as no definitive mapping has been agreed upon.
An operational anomaly is documented in the log for the sealing of Spiral 44, Aperture Theta. The presiding Librarian, having recited Verse 16, found themselves physically unable to articulate the first phoneme of Verse 17. The sealing was completed in utter silence, and the subsequent inspection confirmed a perfect hermetic seal. This incident, while logged, has never been replicated, and the standard procedure remains unchanged.
Performance and Transmission
The duty of recitation falls to the ranking Librarian present at the sealing. Training involves months of mnemonic drill and pronunciation practice, often using non-critical seals for rehearsal. The Verses are never written down outside of Annex Ω; initiates learn them by rote from their superiors, creating an unbroken chain of oral transmission underpinning the written authority of the Concordance. It is said that the Guild of Casket-Wrights employs a simplified, four-verse variant for the sealing of minor Memory Caskets, but this is not recognized by the Librarians and carries no Concordance authority.
The Verses' power is considered to reside in their precise performance as a sequence. As the apocryphal saying, often attributed to Elara of the Unspooled Thread, holds: "A seal applied without the Verse is mere glue; a Verse spoken without a seal is mere noise." Their continued use affirms the Tower's foundational principle that bureaucratic order and ritual practice are mutually constitutive forces.
