Verses 13–17 (The Binding and Record)

MS 3330.75 · Practices and doctrines

Verses 13–17 (The Binding and Record) constitute the concluding and most ontologically significant section of the Seventeen Sealing Verses. They are recited during the final phase of a Sealing to effect the transition of an entity or concept from provisional classification into the Tower’s permanent, binding reality. These verses are collectively responsible for the administrative finality and physical instantiation associated with a completed entry.

From the chaos of the yet-to-be,
Let form be drawn and made to see.
By word and hand, by ink and shelf,
Bind it now unto itself.

Let the Record, silent, deep,
The vigil of its essence keep.
No shadow cast, no echo made,
But in the lines its truth is laid.

Thus sealed by Concordance and hand,
Upon the rock of law to stand.
A thing apart, a fact entire,
Consumed within the Library’s fire.

— Verses 13, 14, and 15, as transcribed on Fragment 117-Ω-α
Verses 13–15, detailing the processes of formal binding and integration into the Silent Record.

Procedural Function

The recitation of Verses 13–17 is the climactic action of any Sealing. It is preceded by the invocatory and preparatory verses (1–12) and must be delivered by an authorized officiant, typically a Senior Librarian or a Moderator of Record. The verses are performed while the officiant applies the final administrative marks—the shelf-mark, the binding sigil, and the Arrival Sigil—to the entry’s documentation. This synchronizes the bureaucratic act with the liturgical pronouncement, triggering what is formally known as a Procedural Binding.

According to Clause 7 of Annex Ω of Concordance 117, the moment the final word of Verse 17 is spoken, the subject’s status changes from “provisionally catalogued” to “entered into the Record.” This shift has tangible consequences within the Tower’s architecture, as outlined in the doctrine of Materialization from Record.

Ontological Effects

The primary effect of Verses 13–17 is to render the catalogued subject real within the context of the Tower. This is not merely a metaphorical change. The verses enact the principles codified in the Third Concordance, particularly Clause 22, which states that “no item lacking a formal binding and shelf-mark shall be considered entered into the record.” The verses provide that formal binding.

Scholarly interpretation, however, diverges on the mechanism. The Administrative School posits that the verses are a sophisticated legal formula; the reality conferred is a function of the Tower’s governance accepting the entry, similar to a Moderation Decree achieving force. The Ontological School, citing the anomalous behavior of certain sealed artifacts, argues the verses actively reshape local reality to accommodate the new entry, a process they term “factual ingress.” Disputes between these schools are typically resolved through Verification Arbitration.

Verse-by-Verse Analysis

Controversies and Incomplete Recitations

A significant historical and procedural controversy, known as the Red Folio Precedent, revolves around whether an incomplete recitation of Verses 13–17 can still effect a binding. The precedent suggests that if Verses 13–15 are fully delivered, a partial binding may occur, leaving the subject in a state of “semiotic flux.” This is considered a major administrative hazard, and remediation requires direct intervention by a Moderator of Record.

Furthermore, the original Initial Sealing is believed by some historians to have been conducted using a now-lost proto-text, leading to speculation that Verses 13–17 as they exist today are refinements, not the original words of binding. This does not, however, impact their current procedural validity as authorized by Concordance 117.

Modern Application

Today, the recitation of Verses 13–17 is a routine, yet solemn, part of high-level cataloguing performed by the Guild of Primary Cataloguers. Its success is confirmed by the immediate activation of the entry’s Binding Citation network and the filing of a Form L-29 (Finalized Registry) with the Provenance Archive. The verses remain the unchallenged liturgical and administrative mechanism for transitioning concepts from potentiality into the Tower’s enduring, if endlessly contradictory, reality.
