Procedural Declarations

A Procedural Declaration is any formal statement, submitted to an authorized Verification Office, that purports to document, instigate, or modify a recognized procedural state within the administrative frameworks of the Tower. Their processing is governed primarily by the Third Concordance and its subsequent Declarations of Clarification. Procedural Declarations are distinct from, yet often prerequisite to, the issuance of Declarations of Procedural Anomaly, which codify irregularities. The validity of a Declaration hinges not on the truth-value of its content, but on its adherence to the prescribed forms and its successful navigation of the Procedural Stream.

Taxonomy and Form

Procedural Declarations are categorized by intent and outcome. The principal categories are:

Annex B of the standard template for a Declaration of Procedural Anomaly codifies the tripartite structure that most Procedural Declarations emulate: The Postulate (the core assertion), The Frame of Adjudication (the rules by which it will be judged), and The Implied Null State (the procedural condition should the Declaration be voided).

The Verification and Stream Process

Upon receipt, a Declaration enters verification. This involves checks for material compliance (e.g., the use of hemp-based parchment treated with lunar-chalk solution, as per Concordance 44) and formal coherence. A validated Declaration is then inscribed into the Procedural Stream, a notional temporal current that governs the sequence and interaction of all administrative actions. The Declaration's journey through the Stream determines its eventual efficacy and its point of intersection with other, possibly contradictory, Declarations.

The Office of Ontological Integrity monitors the Stream for conflicts. The primary doctrinal controversy surrounds the ontological weight of a Declaration before it enters the Stream. The Anticipatory School, based in the Department of Matriculation, posits that the act of composing a Declaration in correct form generates a "proto-procedural shadow" that can influence the Stream retrospectively, a theory used to explain certain anomalies in Procedural Anomaly Validation. This debate was ostensibly settled by a Declaration of Clarification issued in 12,442 A.T.
