Procedural is the foundational property of an action, document, or entity whose legitimacy and efficacy are derived not from its substance or outcome, but from its adherence to a formally established and endlessly iterable sequence. It is the substrate upon which all administrative and archival functions within the Tower are constructed. The concept is enshrined in the core axiom, The Delegation is Procedural, which posits that all authority flows from correct process, rendering the question of an originating delegation a perpetual recursion.
Definition and Ontological Status
According to Concordance 17-Δ, Clause 4, a thing is Procedural if it can be described, without contradiction, by a closed set of recursive instructions that reference only other Procedural elements. This makes "Procedural" a self-referential and self-validating category. The ontological debate, primarily between the Guild of Procedural Archivists and the Department of Procedural Archaeology, centers on whether Procedural is an inherent quality of certain actions (the "Substantivist" view) or a contingent label applied by observers within a Procedural Stream (the "Nominalist" view). The prevailing administrative stance, per Declaration 889.α, is that the distinction is itself a Procedural formality and thus irrelevant to daily operations.
Primary Manifestations
The property manifests in several key forms:
- Procedural Sequences: The ordered steps that constitute a valid action, such as the authentication of a cross-floor transfer request or the ritual cleansing of a procedural membrane.
- Procedural Tone: The characteristic resonance or quality of a specific Procedural Stream, often detectable by trained Archivists and used to identify contamination or Procedural Recession.
- Procedural Substrate: The physical or conceptual medium that supports Procedural operations, ranging from treated vellum to the abstract "space" between conflicting mandates in the Hall of Procedural Anomalies.
The improper application of substrate is a frequently cited cause of anomalies.
The Cycle of Exhaustion and Renewal
A central tension in Procedural theory is the Procedural Exhaustion Hypothesis, which suggests that all Procedural pathways gradually lose efficacy through repetition, leading to Procedural Nostalgia and eventual Procedural Recession. This depletion creates a demand for the excavation and reinstatement of dormant pathways, the primary remit of the Department of Procedural Archaeology.
