Licentiates of Wakefulness

MS 3124.18 · Guilds, orders and offices

“The sole, sad duty of the Licentiate is to remember what sleep was like.”

—Iver Karsen, Licentiate of the Third Degree, Excerpt from a Shattered Lens

The Licentiates of Wakefulness are a professional order within the Tower dedicated to the theoretical and administrative study of enforced, continuous consciousness. Their charter, granted under Clause 22 of the Third Concordance, authorizes them to regulate, tax, and occasionally induce prolonged states of alertness in both human and non-human catalogued entities. Their most visible function is the maintenance of the Perpetual Archive, a collection of records pertaining to subjects that are, by definition, impossible to sleep upon.

Origins and Charter

The order was formally instituted in AY 742 following the Dream-Scribes' controversial “Somnolent Schism.” A faction of scribes argued that the cataloguing of oneiric phenomena was inherently biased by the periodic unconsciousness of the cataloguers. To rectify this, they petitioned the Librarians for a mandate to establish a discipline of “vigilant epistemology.” The resulting Third Concordance, Clause 22, created the Licentiates, though it notably failed to define “wakefulness” beyond “a state antithetical to documented sleep.” This omission has been the source of most of the order’s subsequent internal jurisprudence.

Hierarchy and Certification

Licentiates progress through three degrees, each requiring a longer period of certified continuous wakefulness and a corresponding thesis.

First Degree (Aspirant)
Requires 300 consecutive waking hours (12.5 days) under observation in Floor 47, the Hall of Unblinking Eyes. The aspirant’s thesis must argue for the existence of at least one concept that becomes more real the longer one stays awake.
Second Degree (Practitioner)
Requires 1,000 waking hours (41.6 days) and involves practical administration, often overseeing the Guild of Dormant Scribes during their mandatory active decade. The thesis typically involves a taxonomical adjustment to the Oneiric Taxonomies, filed in triplicate on Nictitating Vellum.
Third Degree (Magister)
The highest degree, requiring 10,000 hours (416 days) of attested consciousness. Few achieve this; those who do are often permanently assigned to the Perpetual Archive or appointed as somnivalence auditors. Their final thesis is inscribed on a sheet of Lucid Bronze and becomes part of the Archive's structural supports.

The Perpetual Archive

Housed across several non-adjacent floors (primarily Floor 112, Annex B), the Perpetual Archive contains records of things that cannot be slept on, within, or about. This includes, but is not limited to: the minutes of meetings that never adjourned, the resonant frequency of a perfectly sustained note, and the theoretical underpinnings of Absolute Chronology. The Archive is never closed, and its lighting is maintained at a constant 5,700 Kelvin to mimic a clear noon sky, a condition enforced by the Licentiates under Appendix Gamma-7 of the Fourth Concordance.

Regulatory Duties

Beyond archiving, the Licentiates exercise several key regulatory functions:

  • Somnivalence Levies: They assess and collect “wake taxes” on entities whose documented existence exceeds standard diurnal cycles, such as certain luminous fungi catalogued on Floor 19 and the theoretical custodians of Floor 0.
  • Induced Vigilance: Under strict protocols, they may authorize the use of calibrated Oneiroscone arrays to prevent sleep in subjects undergoing critical cataloguing procedures, a practice heavily debated within the order.
  • Dream Auditing: They cross-reference reports from the Oneirologists to ensure no dream has been incorrectly classified as a waking event, and vice versa.

Controversies and Scholarly Disagreement

The order is perpetually embroiled in doctrinal disputes, largely stemming from contradictions within the Concordant Law. The primary fracture concerns the so-called “Karsen Interpretation” (after Iver Karsen) versus the “Orthodox Position.” Karsenists, referencing his Excerpt from a Shattered Lens, hold that true wakefulness is defined by its nostalgic relationship to lost sleep, and thus Licentiates must cultivate a precise, aching memory of somnolence. The Orthodox Position, codified in a later amendment to Clause 22, argues that any memory of sleep contaminates the waking state, and advocates for a purer, ahistorical alertness. This debate directly impacts certification standards and levy calculations, leading to frequent arbitration by the Librarians.

Notable Artifacts

The order’s headquarters, the Vigil Chamber, contains several key artifacts:

  • The Unceasing Inkwell: A vessel that refills precisely as fast as ink is drawn from it, used for signing perpetual ordinances.
  • The Portrait of the First Sleepless Librarian: A painting whose eyes are documented to have blinked only once, in AY 801, during an unscheduled blackout on Floor 47.
  • The Chime of Elapsed Hour Zero: A bell that rings not at the hour, but at the exact mathematical midpoint between hours, marking the endless continuity of time the Licentiates are sworn to oversee.
