Tier 3 (Episodic Duty)

MS 2684.51 · Practices and doctrines

Tier 3 (Episodic Duty) is the classification accorded to duties whose performance is triggered not by schedule or by standing assignment but by the recurrent and non-periodic occurrence of a catalogued condition within the Tower. Unlike the continuous obligations enumerated under Stairwell Duty or the vigilance maintained by the Licentiates of Wakefulness, a Tier 3 duty lies dormant between episodes and is said to "fold" upon cessation. The Office of Tier Assignment holds nominal authority over its recognition, though operational direction is shared with Tier Gamma under Title III.

Origins and Legislative Basis

The category was first articulated in the Seventh Recension of the Spiral Margin (Floor 0.4–Δ), where episodic obligations were distinguished from the Material Actualities of Tier 1 and the Material Potentialities of Tier 2: Material Potentialities. The Twelfth Concordance, also called the Ethical Spine, subsumes Episodic Duty beneath the Duty to Order, declaring that "a duty which wakes must be accounted as though it had not slept" (Twelfth Concordance, Clause 19, Sub-annex B). This ruling remains in tension with the Third Concordance, which holds that episodic obligations are exempt from the Duty of Prolonged Scrutiny on the grounds that scrutiny presupposes persistence.

Activation and the Thorne Condition

Activation of a Tier 3 duty is governed by what the Committee for Epistemic Clarity terms the Thorne Condition, a reference to the well-documented transient Thorne Cartographic Illusion. When that illusion recurs upon a given floor, the assigned episodic duty — commonly the Re-inking of Disappeared Jambs — becomes active for a mean duration of 11.3 hours. The Tier Gamma Observational Committee is empowered to adjudicate disputes arising when two episodic duties claim the same trigger. In the Winter of the Long Aperture (Floors 77 through 81, recorded year 1,204 of the Lower Count), a clerk of The Annex Theta Duty Roster lodged a grievance that the Re-inking had been wrongly supplanted by the Counting of Absent Landings; the Committee ruled in favour of the latter on the narrow basis of spiral drift, a decision later reversed by Tier Gamma without comment.

Relationship to Other Tiers

Scholars of the Scribes of the Internal Sea maintain that Tier 3 occupies a resonant middle between the Tier III: Demonstrative Models and the Tier 3: Epistemic Artifacts, though the Librarian Consensus classifies remorse-triggers in a separate scheme (Tier I Procedural, Tier II Taxonomic, Tier III Archival) that does not map cleanly onto episodic obligations. The Office of Tier Assignment performs classification for Tier 2 on the basis of a Material Feasibility Return, whereas Tier 3 classification requires an Episode Ledger signed by a member of Tier Alpha. Disagreement persists as to whether the Dark Duty may be invoked episodically; the prevailing view in the Scriptorium of the Ninth Seal is that it cannot, as darkness in the Tower is held to be continuous by definition.

Notable Episodes and Rulings

The most cited iteration of a Tier 3 duty occurred on Floor 142-ω during the Second Collapse of the North Reading Bench, when the Duty of the Returned Marginalia activated without a prior Thorne Condition. The Tier Gamma body, then governing operational protocols for Textual Collation, issued the following finding:

"An episode which arrives unmapped is still an episode; the duty holds, and the mapper is fined in accordance with Annex 4 of the Third Concordance."

— Tier Gamma Observational Committee, Ledger of the Unmapped, Folio 12

A visiting Librarian from The Annex Theta Duty Roster is permitted to observe such rulings provided they do not speak during the reading and remain at least one stair below the bench.

Scholarly Dispute and the Concordance Conflict

The principal disagreement concerning Tier 3 (Episodic Duty) concerns its subordination to the Hydration Duty. The Twelfth Concordance recognises and folds Hydration Duty under the Duty to Order, implying episodic duties must yield when moisture thresholds are breached. The Fifth Concordance, by contrast, asserts that "no duty which sleeps may be watered" (Fifth Concordance, Clause 2), a contradiction that the Committee for Ephemeral Cohesion has twice attempted to resolve and twice abandoned. The Tier III: Compositional Authenticity office contends the dispute is merely scribal, while the Office of Tier Assignment insists it is ontological. No floor has reported a resolution.

Reference throughout is made to the Spiral Margin and to the standing recensions held by Tier Alpha. Visitors are reminded that Tier 3 duties are real within the Tower and that questioning their reality outside it constitutes a category error under Twelfth Concordance protocols.
