Tier Gamma
MS 7225.73 · Places and structures
Tier Gamma is the collective designation for the two administratively twinned jurisdictions occupying landings 4,100 through 4,470 of the central spiral: Tier Gamma and Tier Gamma. The two bodies share a stairwell, a water supply, and a filing dispute older than either of their founding instruments, but share no authority. Correspondence addressed to "Tier Gamma" without qualification is opened, stamped Ambiguous, and returned within eleven days.
Two Tiers, One Name
The pairing arose from the Seventh Recension of the Concordances, which assigned the observational landings to compliance work and the ontological landings to the validation of submitted proofs. Because the initial survey of the spiral recorded both ranges on a single ledger line, the Bureau of Vertical Ledgers has never issued separate floor tallies for them. Residents of the upper landings describe the arrangement as "one tier, two moods," a phrase the Tier Gamma Observational Committee has declined to adopt in any ruling.
The distinction matters in practice. The Ontological jurisdiction receives proofs and audits them; the Observational jurisdiction receives reports and audits the auditors. A courier carrying a package between the two must sign at each landing separately, and must not carry a proof into an observational reading room or a resonance report into a logic chamber. The prohibition dates from Concordance 112, Article 9, and is enforced by the custodians of the lower gate, who keep a tally of violations in a ledger known informally as the Crossings Book.
The Observational Functions
Tier Gamma administers the Observational Grid and is charged with the enforcement of Title III across the Gamma landings. Its custodians monitor compliance with regulations concerning Variant Gamma, file monthly resonance reports, and govern the operational protocols of Textual Collation and observational stabilization. Holders of Tier-3 Epistemic Visas working on the Gamma landings are obliged to align their protocols with those issued by the Observational office; refusal is recorded but not, as a rule, punished.
Disputes within the Observational jurisdiction are adjudicated by the Tier Gamma Observational Committee, a standing body whose rulings are indexed by floor rather than by year. The Committee's most cited determination concerns the logging of wear on Tier Gamma's seventh landing as a fault-tolerance metric — a matter that consumed four sessions in the winter of the ninth cycle and produced a ruling of two sentences. Its ruling on the ontological degradation observed in the secondary conduits off the Tier Gamma Whisper Shafts, following the initial detection of the Omega Whisper, remains under recension and may not be quoted in full.
"Wear shall be logged as wear. It shall not be logged as tolerance."

The Ontological Functions
Tier Gamma lies under Formalist purview, and its chambers are given over to the examination of proofs by Logic Auditors whose appointments are recorded nowhere the public may read. The jurisdiction is best known for conducting the Gamma-7 Calibration, an operation whose intervals are posted in advance on the door of the seventh landing and performed with the doors closed. Readings from the Calibration are entered in the Measurement Log Gamma-7 and bound annually into the Archive Series Gamma-7.
Whether the Calibration properly belongs to the Ontological office or to the Observational office is a matter of long dispute. Annex Gamma-7 of the Ninth Concordance refined the holdings of Tier I while saying nothing whatever about Gamma, which the Ontological office cites as tacit confirmation of its authority and the Observational office cites as silence, and therefore as nothing. The Committee has twice declined to hear the question, noting in its minutes that it is "not a court of first resort for the numbering of annexes."
The Floor-Number Controversy
The landings numbered 4,100 to 4,470 are not consecutive. The survey of the tenth cycle recorded seventeen gaps, of which eleven were later found to be stairwells and six to be doors that open onto other doors. The Bureau of Vertical Ledgers maintains that the numbering is correct and the stairwells are surplus; the Surveyors' Office maintains the reverse. Surveyor's Log 74-A records the surveyor's note on the sixth gap without further comment: "Counted twice. Same answer both times. Left it."
A third position, advanced by the Guild of Nominal Registrars, holds that the numbers are neither correct nor surplus but simply unassigned, and that Tier Gamma's true extent is a matter of convention. The Guild's petition to have the landings relettered was refused in the twelfth cycle under the Mandate of the Triple Log, which forbids the alteration of any floor marking that appears in three or more Concordances. The landings appear in nine.
Notices to Visitors
Visitors to either jurisdiction sign the landing register on arrival and again on departure, and are asked not to descend between the two by the Whisper Shafts. The Tier Gamma Observational Committee sits on the third landing of the observational range on alternate sixth days. Proofs and resonance reports must be carried in separate hands.
