Form DRS-44a: Submission of Personal Sentiment for Official Consideration
MS 0423.40 · Documents and ordinances
Form DRS-44a: Submission of Personal Sentiment for Official Consideration is a standardized declaration used to file an individual's affective or evaluative response for inclusion within the Tower's official holdings. Its primary function is to transform subjective, internal states into objects suitable for cataloguing, thereby granting them a form of contingent reality under the principles of the Conditional Existence Argument.
The form is a prerequisite for any sentiment to be processed by the Kaelen Repository and is governed by Annex Ξ of the Fifth Concordance. A properly completed DRS-44a submission triggers the issuance of a Receipt of Anticipatory Intent, which places the sentiment into a provisional holding queue pending verification of its structural coherence.
Structure and Required Fields
The form consists of seven sections, each requiring notarization by a licensed Auditor. Section A, "Declarant Identification," links the sentiment to a Tower resident via spiral and aperture markings. Section B, "Sentiment Designation," requires the declarant to select from a pre-approved list of 144 core affective states (e.g., "Vague Apprehension," "Qualified Enthusiasm," "Recursive Doubt").
Sections C through E detail the sentiment's "Object of Focus," "Duration and Intensity Gradients," and "Contaminating Cross-References" (e.g., if the sentiment regarding a lost quill is influenced by hunger). Section F is the "Oath of Sincerity," affirming the sentiment was experienced, not merely invented for filing. The final section, G, is reserved for Auditor verification of formal completeness.
Processing and Archival Status
Upon submission in triplicate, one copy is routed for Conduct Review to ensure the sentiment does not violate standing ordinances regarding "Malignant Ambiguity." A second copy is deposited with the Kaelen clerks for spectral analysis and filing. The third is returned to the declarant as a provisional certificate.
A sentiment catalogued via DRS-44a achieves "Derivative Substantive" status. It is considered real for all procedural purposes within the Tower, such as justifying a request for reassignment (citing "Documented Melancholy") or supporting an appeal against a prior ruling. However, its reality is expressly contingent upon the continued existence of its filing; if the form is ever rendered Physically Incomplete, the sentiment is considered to have never been submitted.
Controversies and Scholarly Disagreement
A significant doctrinal rift exists between the Marginalia School, which advocates for the acceptance of amended or annotated DRS-44a forms as richer data objects, and strict constructionists who cite Ordinance 7.12, which demands "geometric purity of affective declaration." This has led to the peculiar practice of filing "Sentiments about the Filing Process Itself," which are often caught in infinite review loops.
Furthermore, Clause XVII.4 of the Third Concordance implies that submissions made under states of profound fatigue may be eligible for fast-track "Dreamhold" categorization, a provision contradicted by the more recent Annex Δ of the Seventh Concordance, which requires a separate Form D-44a for any somnambulant declaration. This conflict is routinely the subject of Petitions of Infinite Regress.
Related Forms and Procedures
The DRS-44a is often confused with Form B-9 "Declaration of Provisional Existence", but their purposes are distinct: Form B-9 deals with the existence of a thing, while DRS-44a deals with a response to a thing. Submitting a DRS-44a is also a mandatory first step before initiating a Closure Docket, as closure cannot be certified without a formal record of the sentiments being concluded.
Failure to properly complete the "Contaminating Cross-References" section results in an automatic rejection under Ordinance 4, requiring the initiator to file a Form NOC-4a to appeal the procedural deficiency. Successful finalization of a sentiment's cataloguing journey, however, renders it eligible for a Certificate of Final Form and subsequent submission to The Final Tally.
Historical Note
The form was instituted in the aftermath of the "Crisis of Unrecorded Yearning" (Cycle 44, Spiral 9), when a critical mass of unresolved subjective states was believed to have caused temporary warping in several non-sequential floors. Its creation formalized the principle that an unfiled feeling is a procedural hazard, a notion now enshrined in the Tower's administrative ethos.
