DRS-44a
MS 3132.42 · Documents and ordinances
The document designated DRS-44a, officially titled "Submission of Personal Sentiment for Official Consideration," is the standardized form required for any recorded emotional or evaluative state to be admitted into the Tower's official holdings, primarily the Kaelen Repository. Its proper completion and submission in triplicate is mandated by Annex Ξ of the Fifth Concordance as the sole lawful method for the codification of personal experience.
Origins and Rationale
The form was instituted in direct response to the Crisis of Unrecorded Yearning, which unfolded in Spiral 44, Aperture 9. Prior to this event, the transcription of subjective states was largely ad hoc, leading to a backlog of unprocessed affections and a notable instability in the ambient emotional climate of several mid-level stacks. The crisis was formally declared when cataloguers on Floor 412 reported a pervasive, unattributed melancholy that interfered with alphabetical sorting. DRS-44a was created to impose bureaucratic structure upon the ephemeral, ensuring all sentiments are properly witnessed, notarized, and filed before they can influence the archival environment.
Form Structure and Completion
The form is divided into eight sections, each requiring specific information and validation:
- Declarant Identification: Full name, residential spire, and current Survey cycle.
- Sentiment Designation: A precise, non-poetic label for the emotion or evaluation (e.g., "qualified appreciation," "procedural resentment," "anticipatory trepidation").
- Catalyst Field: A description of the proximate cause, limited to 500 characters. Extraneous narrative is grounds for rejection.
- Duration and Intensity: Measured in standard Tower hours and on the ratified Selvage Scale (1-10).
- Anticipated Resolution: The declarant's projection for how and when the sentiment will conclude or evolve.
- Cross-Referencing Holdings: Optional field for citing related Form DRS-44a submissions or pertinent archival records.
- Declarant Attestation: A sworn statement that the sentiment is genuine, current, and submitted for the purpose of archival completeness.
- Auditor Validation: Mandatory notarization by a licensed professional from the Guild of Auditors, confirming the declarant's identity and the plausible coherence of the submission.
As per standing procedure, the form must be submitted in triplicate: one copy for the Kaelen Repository, one for the declarant's personal ledger, and one for the Central Registry of Codified Law's sentiment registry.
Processing and Consequence
Upon acceptance, the submitted sentiment is assigned a unique accession code and integrated into the relevant emotional taxonomy within the Kaelen Repository. A properly completed submission triggers the automatic issuance of a Receipt of Anticipatory Intent, which serves as a provisional license for the declarant to experience the sentiment in a public capacity for a period not exceeding one full Spiral. The receipt must be available for inspection upon request by any Guided Descent officer.
"The form does not judge the sentiment; it merely confirms its existence and provides it a numbered shelf." — M. Selvage, On the Bureaucracy of Feeling
Contradictions and Disputes
While the Fifth Concordance is explicit on the requirement for triplicate submission, Clause 3 of the older Third Concordance implies that "singular declarations of profound state" may be filed as a single document if witnessed by a Senior Librarian. This has never been formally reconciled, leading to a persistent, low-level scholarly debate. Proponents of the older interpretation, often based in the Mid-Spiral Textile Repository, argue that certain sentiments are too unique to be multiplied, while administrators cite the chaos of the pre-44a era as justification for strict adherence to the triplicate rule.
Furthermore, Ordinance 4 of the Concordant Law specifies that submissions regarding sentiments towards the Tower itself must be filed on a variant form, DRS-44b. The existence and distribution of DRS-44b, however, is governed by an Isolated Ordinance (8812) that restricts its circulation to custodial levels below Floor 412, creating a procedural paradox for declarants residing above that point.
Material Specifications
The form must be reproduced on paper stock sourced from the Whispering Galleries pulp mills, bearing the official watermark of the Ninth Scriptorium. Submissions on incorrect stock are considered drafts and are pulped after a standard holding period of thirty cycles. The use of indelible blue ink is specified; black ink denotes a copy, and red ink is reserved for Auditor annotations only.
