Custodians of the Margin

MS 2775.84 · Guilds, orders and offices

The Custodians of the Margin are the cadre charged with the physical and legal maintenance of peripheral architectural voids within the Tower, most notably the interstitial spaces between a floor's nominal boundary and its first permanent internal structure.

“The Margin is not emptiness; it is the formalized expectation of a wall.”
— Annex VII.C, Reckoning of Stairs

Legal definition of a Margin, as cited in jurisdictional rulings.

Jurisdiction and Responsibilities

Formally established by the Seventh Concordance (Clause 89: “On the Delimitation of Unassigned Volumes”), the Custodians of the Margin operate under a mandate that has been both expanded and contested by subsequent rulings. Their primary duties are threefold: the measurement and certification of a Margin’s width; the maintenance of its structural integrity and ambient illumination; and the arbitration of encroachment disputes between the Margin and adjoining holdings, such as those of the Custodians of Stairs or the Custodians of the Aperture. A Margin is legally defined as any space exceeding two standard paces in width that exists between a floor’s designated perimeter and the nearest catalogued chamber, stack, or corridor.

The Measurement Protocol

The precision required in margin measurement is codified in the Margin Measurement Protocol (MMP), a 47-page document updated biannually. Measurements must be taken at no fewer than twelve equidistant points along a Margin’s length using certified pacing rods, with results recorded on Form M-12 and submitted to the Custodians of the Silent Stacks for archival. A recurring point of tension involves the treatment of “phantom margins”—spaces that appear to meet the width criterion but are, upon closer inspection, merely the optical effect of converging Vertical Tram guide-rails or improperly shelved luminescence. The Custodians possess the authority to declare such a space “non-marginal,” a ruling that can drastically alter the jurisdictional landscape of an entire floor sector.

Notable Margins and Disputes

The most famous—and contentious—Margin is the Western Margin of Floor 7,412 (“The Solarium”), a vast, slowly curving expanse of polished basalt measuring 412 paces at its widest point. Its classification has been the subject of a centuries-long dispute, as it directly abuts the primary access stairwell to Aperture Sigma-6. The Custodians of the Vertical have repeatedly petitioned for its reclassification as a “stair-adjacent ingress zone” under their purview, while the Custodians of the Margin cite the Solomonic Ruling of Spiral 89, which explicitly excludes “major apertures” from margin status. The case remains before the Directorate of Boundary Arbitration, with inventories of the Margin’s dust-drift patterns submitted as evidence every decade.

Inter-Custodial Relations

The Custodians of the Margin exist in a state of perpetual bureaucratic friction with nearly every other custodial body. Their work frequently intersects with that of the Custodians of Static Artifacts when a previously unregistered artifact is discovered within a Margin, prompting complex debates over whether the artifact defines a new internal boundary, thus negating the Margin’s existence retroactively. Relations with the Custodians of the Silent Stacks are more cordial, as the latter rely on the former’s certified surveys to update the master floor-plans. However, the Margin Custodians’ claim of oversight over the “conceptual margins” of certain meta-physical catalogues has been flatly rejected by the Senior Librarians as “a category error dressed as a duty.”

Operational Structure

The cadre is organized into twelve Marginals (surveyors), six Consolidants (structural engineers), and three Arbiters (legal specialists). Promotion is based on a complex points system earned through settled disputes and certified measurements. Their headquarters is a non-descript office situated within the Margin of Floor 22,019, a location chosen for its symbolic appropriateness, though it necessitates a 15-minute walk from the nearest Tower Guide station. Their authority is limited to margins proper; they hold no power over the contents of the voids they administer, a distinction that is the source of both their operational purity and their profound institutional impotence.

Scholarly Disagreement

The central doctrinal rift concerning the Custodians of the Margin stems from a contradiction between the Seventh and Ninth Concordances. The Seventh Concordance defines the Margin by its physical adjacency to a “catalogued entity.” The Ninth Concordance, however, in its provisions regarding “provisional and hypothetical holdings,” asserts that a catalogue entry may create a “notional boundary” prior to any physical manifestation. Scholars aligned with the Ninth argue that a Margin cannot be said to exist until the space it borders is formally catalogued, rendering the Custodians’ pre-emptive surveys legally void. The Custodians themselves adhere to the Seventh, operating on the principle that “the wall is always imminent,” a stance that allows them to measure and administer spaces that others claim are not yet, and may never be, margins at all.
