Cataloguing
MS 0065.21 · Practices and doctrines
Cataloguing is the primary administrative and metaphysical function within The Tower, encompassing the processes of formal identification, classification, description, shelving, and retrieval of subjects that do not exist. It is the mechanism by which the Tower's collection is both defined and sustained. The authority to catalogue is governed by a complex and often contradictory body of regulations, chiefly the Third Concordance and various supplementary ordinances. A foundational principle, articulated in the Elaran Protocol, states that "a thing catalogued is a thing made real within the jurisdiction of the archive."
Philosophical Foundations
The act of cataloguing is not merely an organizational task but an ontological one. The School of Ephemeral Cataloguing advanced the principle of 'persistent absence,' positing that the cataloguing of a non-entity creates a stable, referential void that can be reliably accessed and cross-referenced. This synthesizes with Algernon's Theorem on Conceptual Plenitude, a cornerstone of Speculative Cataloguing, which argues that for any conceivable—or inconceivable—subject, a cataloguing location already exists within the Tower's infinite structure; the cataloguer's role is to discover the appropriate aperture, not to create it anew.
This leads to the central bureaucratic tension in cataloguing theory: the conflict between descriptive and prescriptive cataloguing. Descriptive practice, championed by the Office of Atmospheric Cataloguing, holds that a cataloguer must faithfully record the observed qualities of a subject as it manifests on a given floor. Prescriptive practice, the domain of the Office of Definitive Cataloguing, asserts that subjects must be made to conform to pre-established Cataloguing Standards and Integral Taxonomies. Most operational protocols are an unstable hybrid of the two.
Governing Bodies and Jurisdictions
Cataloguing authority is fragmented across several bodies, each with its own jurisdictional claims, often leading to inter-departmental disputes resolved only by citation of conflicting Concordances. The Sub-basement Cataloguing Corps holds authority over all sub-basement levels, notably the Seventeenth Sub-Basement. The Re-cataloguing Authority (RCA), established by Ordinance 7701, possesses sweeping powers to review and alter existing classifications, as seen during The Great Re-cataloguing.
The Cataloguing Prerogative is a doctrine granting specific senior librarians the authority to issue a Licence to Catalogue Absences (LiCA), permitting the formal cataloguing of a subject defined solely by what it is not. Day-to-day consistency is the purview of the Department of Cataloguing Consistency, though its efficacy is frequently questioned.
Operational Cycles and Eras
The Tower's history is periodized by its cataloguing methodologies. The Second Cataloguing Era saw the formalization of many foundational protocols, including the Elaran Protocol and the establishment of the major offices. The Third Cataloguing Cycle, institutionalized in Cycle 13, focused on 'states of epistemic absence' and led to the ratification of Annex Kappa, which governs the handling of paradoxically self-referential entries.
Current practice is considered to be within a prolonged Fourth Era, characterized by recursive meta-cataloguing—the cataloguing of cataloguing methods, disputes, and errors. The protocols for Cataloguing New Entries are constantly amended, with the Cataloguing of Ephemera following a distinct, more fluid set of directives that account for transitory and borderline-imperceptible subjects.
The Process of Re-cataloguing
Re-cataloguing is a matter of significant gravity, as it alters the established reality of a subject within the Tower. It can be initiated by the Office of Definitive Cataloguing upon a validated challenge, or by decree of the RCA. A major undertaking like the Sector Theta Re-cataloguing Project can consume decades and redefine entire wings. The grounds for re-cataloguing range from taxonomic drift (where a subject's attributes slowly diverge from its record) to the discovery of a prior, superseding classification in a deeper basement level.
Concordance 12, Clause 407: "No entry is final, only definitive for its epoch. The archive corrects itself in geological time."
Notable Scholarly Disputes
The field is defined by its unresolved contentious points. A perennial debate concerns the cataloguing status of the Librarians themselves. Some schools, referencing obscure passages in the Third Concordance, argue that the administrators are, by necessity, uncatalogued entities and thus exist in a state of pure procedural authority. Others contend that their absence from the official registers is itself a form of meta-catalogue entry, filed under 'Uncataloguable Catalographic Forces.' This dispute is considered academic, as any attempt to formally catalogue a Librarian would violate the Cataloguing Prerogative and result in immediate disciplinary re-assignment to a non-existent stacking role.
Another significant dispute revolves around the Non Entity Cataloguing of destroyed or negated items. The Ephemeral School maintains that a catalogued thing, once annihilated, transitions to a state of 'verified absence' and should be moved to a dedicated annex. The Speculative School argues that destruction is merely an attribute, and the item remains in its original place, now with the added descriptor 'formerly extant.' Both practices are followed in different sectors, leading to significant confusion during inventory audits.
