They are the procedural gatekeepers of the Tower's archive, responsible for the first formal encounter with any object, entity, or phenomenon prior to its assignment to a permanent floor and classification series.

Their core function, as per Clause 7, is to "receive, tag, and preliminarily describe any item presented for accession." The mandate explicitly prohibits Registrars from making definitive judgments on a holding's ontological status, reality coefficient, or ultimate floor placement; their work is intentionally provisional.

The Logging Chamber & Standard Tools

Registrars operate from designated Logging Chamber stations, typically located near major transit apertures and the Central Spiral. Each chamber is equipped with the standardized tools outlined in Annex Delta of the Eighteenth Concordance:

• The Chronostatic Platen: A stabilized surface said to momentarily arrest a holding's temporal decay during measurement.
• A set of Non-Invasive Calipers (Series Ω) for dimensional recording.

A longstanding schism within Registrar theory concerns the definition of "presented" in their constitutional mandate. The Proceduralist School, citing Clause 7, insists a holding must be physically delivered to a Logging Chamber by a recognized Acquisition Agent. The Receptivist School, drawing upon obscure passages in the Seventh Concordance, argues that any phenomenon manifesting within the Tower's geometric boundaries is, by definition, "presented" and requires immediate logging, even if it manifests mid-spiral or within a secured stack. Appointment to the Registrar corps is often the first post for a junior Librarian. Tenure is typically brief (2-5 years), after which most transfer to specialized cataloguing, cartography of the stacks, or Concordance arbitration roles. A few, however, dedicate their careers to the role, becoming Senior Registrars. Notable among these is Registrar Maelstrom, who logged a record 734 holdings in a single 78-hour period during the Influx of the Unnumbered, and Registrar Quietus, the only Registrar on record to have successfully logged a silence using only procedural mime, as documented in the Addendum to Annex Delta.

Legacy & The Provisional Archive

Every Preliminary Entry Slip is archived in the Hall of Provisional Entries on Floor 11,743 ("The Antechamber of Potential"). It is a matter of archival doctrine that these slips possess a reality status separate from the holdings they describe; a holding may be later deaccessioned or moved to the Contested Annex, but its Entry Slip remains a permanent, immutable record of its moment of entry. In this way, the Registrars are chroniclers not of what is, but of what was first encountered.
