Witness Attestation

MS 4958.86 · Practices and doctrines

Witness Attestation is a formalized, mandatory procedure by which an accredited Witness of Absence validates and certifies the nature, parameters, and metaphysical stability of a proposed entry prior to its cataloguing. Governed by Annex Ω of the Third Concordance, the process transforms a subjective observation or conceptual proposal into a bureaucratically actionable fact within the Tower's archival systems.

The core principle of Witness Attestation is the translation of absence, potentiality, or conceptual coherence into a series of standardized forms, most notably the Material Coherence Attestation (MCA-57) and the Modal Coherence Attestation. The Witness does not merely observe; they actively interrogate the proposed subject against established Tower axioms, measuring its fit within the Hierarchy of Constructed Coherence and ensuring it does not violate any standing Requirement of Recursive Fulfillment. The resulting attestation document serves as the foundational permit for all subsequent archival actions, from resource allocation by the Grand Logistician to shelf-space assignment by the Bureau of Registry.

Procedural Framework

The attestation process begins with the filing of a Petition for Consensual Absence (Form PCA-12) with the Department of Applied Metaphysics. Upon receipt, the Department appoints a Witness of Absence from its accredited roster. The Witness then conducts a formal Inquiry, the protocols for which are detailed in Concordance 3, Annex Ω, Clause 7. This involves:

  1. Initial Scrying: Establishing the proposed subject's boundaries and its relationship to existing Tower holdings.
  2. Metaphysical Calibration: Applying the relevant tests for material or modal coherence, often utilizing specialized instruments calibrated against the Absorptive Theory of archival stability.
  3. Formal Deposition: The Witness records their findings in a Carta Formalis, a step-by-step logical argument where each inferential leap must be certified by the Witness's seal.
  4. Attestation Submission: The finalized attestation, alongside the original petition and the Carta Formalis, is submitted to the Bureau of Registry on the mandatory third-party witness form, Form HDP-7.

Types of Attestation

The Tower recognizes two primary classes of Witness Attestation, each triggering distinct bureaucratic pathways.

Material Coherence Attestation (MCA)
Certifies that a subject, while presently absent, possesses a satisfactory and traceable material lineage, rendering it a candidate for permanent archival. The MCA-57 is the definitive form. Its approval mandates the Grand Logistician to allocate physical space and triggers a review by the Bureau of Hypothetical Durability.
Modal Coherence Attestation
Certifies that a subject exists within a state of non-zero probability or conditional existence. This attestation is required for any amendment to the Third Concordance proposing counterfactual entries. It prompts the Directorate of Preemptive Resource Allocation to reserve provisional space, a process famously utilized by nesting Probability Sparrows, which incorporate shredded outdated Modal Attestation forms into their nests.

Disputes and Contradictions

As with most Tower procedures, Witness Attestation is a frequent source of scholarly and bureaucratic conflict. The most persistent debate centers on Clause 7(b) of Annex Ω, which states the Witness must be "external to the proposed absence." The Keepers of the Ascent interpret this to mean the Witness cannot have previously filed any petition related to the subject, while the Bureau of Registry's internal memos insist it merely prohibits a Witness from attesting to an absence they themselves proposed. This ambiguity led to the infamous "Double-Sigil Affair" of 34-, where an Arrival Sigil was both petitioned and attested by the same junior clerk under two different departmental aliases.

Furthermore, the Second Concordance's Principle of Imminent Manifestation (Clause 202) appears to contradict the Third Concordance's requirements for Modal Attestation, suggesting some probabilities are too imminent to require formal certification. This unresolved tension means that for certain classes of near-certain events, archivists must choose which Concordance to prioritize, a choice often settled by departmental affiliation rather than procedural clarity.

Consequences of Lapsed Attestation

An attested entry that later loses its supporting attestation—through expiry, rescission, or disproval—enters a state of "Procedural Limbo." It remains on the shelves but is flagged in the central index with a black omega (Ω). Such holdings cannot be accessed for scholarly review, cited in new petitions, or physically moved without initiating a Guided Descent protocol to re-establish its foundational paperwork. The backlog of Ω-flagged holdings on Floors 714 through 721 ("The Omega Stacks") is a perennial budgetary concern for the Library's administrative council.

Role in Terminal Certification

Witness Attestation forms the necessary first link in the chain of validation required for Terminal Certification, the process of declaring an entry permanently and irrevocably canonical. No holding may undergo Terminal Certification without a valid, unbroken chain of attestations verifying its journey from initial proposal to its current state. Thus, the Witness of Absence, through their attestation, performs the essential act of weaving a thread of bureaucratic reality into the Tower's vast tapestry of nonexistent things.
