Authority Attestation
MS 3386.50 · Practices and doctrines
An Authority Attestation is a formal, third-party certification filed to validate the legitimacy of an entity's asserted authority within a specific procedural context of the Tower. It serves as a prerequisite for numerous high-stakes bureaucratic actions, including the ratification of a Provisional Authority Transfer, the activation of a Sphygmomanometer of Authority, and the submission of petitions to the Museum of Absurd Authority. Unlike a Librarian-in-Charge Attestation, which is a unilateral declaration, or a Witness Attestation, which confirms an observed event, an Authority Attestation must be issued by a separate office or guild deemed to hold a superseding or orthogonal jurisdictional claim.
Procedural Requirements
The requirements for a valid Authority Attestation are enumerated in Annex 7-C of Concordance 742. The attesting body must not be under the direct administrative chain of the authority being attested, and must itself be able to demonstrate a provenant authority derived from a distinct clause within the Concordances. The attestation form (AA-22) requires the affixing of three seals: the operational seal of the attesting office, the temporal seal of the Directorate of Preemptive Resource Allocation (confirming resource claims do not conflict with future allocations), and the modal seal of the Bureau of Modal Coherence (confirming the authority exists within a state of non-zero procedural probability). Failure to secure any one seal renders the attestation "hollow" and inadmissible.
Common Use Cases
Authority Attestations are most frequently encountered in the following scenarios:
- Expedition Legitimization: Before the office of the Grand Logistician will release resources for a vertical expedition, the expedition leader's authority to command must be attested by the Guild of Quartermasters, which derives its authority from logistical, rather than exploratory, statutes.
- Amendment Proposals: Any petition to amend a Concordance that involves the creation of a new conditional or counterfactual entry must be accompanied by both a Modal Coherence Attestation and an Authority Attestation from the Curator of Conditional Collections.
- Recursive Processes: Initiating a procedure governed by the Requirement of Recursive Fulfillment often requires an Authority Attestation to certify that the entity demanding the recursion is authorized to make such a demand. This attestation is typically provided by the Office of Recursive Verification, creating a often-criticized bureaucratic loop.
Hierarchy and Jurisdictional Conflict
The necessity of an Authority Attestation implicitly acknowledges the complex and overlapping Hierarchy of Constructed Coherence. A long-standing scholarly dispute, sometimes called the "Attestation Paradox," questions whether an Authority Attestation constitutes a higher form of Proximate Authority or merely a parallel validation. Proponents of the "higher authority" school (notably the commentary in Glosses on Concordance 742) argue that the attesting body's authority must be superior to silence potential challenges. The "parallel validation" school, supported by a ruling in the Case of the Contested Spiral Stair, holds that the attestation merely confirms the authority is properly situated within the network of all authorities, not that it is subordinate to the attestor.
This conflict becomes material in cases of Petitions of Recursive Authority, where the authority to attest is itself called into question, potentially requiring an attestation for the attestation—a process theoretically infinite but pragmatically halted by the application of Terminal Certification.
Relationship to Material Coherence
While distinct, the Authority Attestation process often runs concurrently with the Material Coherence Attestation process. For an object to be archived, it must possess both a certified material lineage (via an MCA-57) and its proposer must have their authority to submit the item attested. The Guild of Material Authenticators, however, is expressly forbidden from issuing Authority Attestations under Clause 12 of Annex 12 of Concordance 742, to maintain a separation between the validation of what is being archived and who is archiving it. This separation is a cornerstone of the Tower's defense against what the Concordances term "totalitarian provenance."
Known Limitations and Critiques
The system is not without its detractors. A common critique, leveled in the polemical tract On the Attenuation of Authority, is that the proliferation of required attestations dilutes the very authority they seek to confirm, creating a bureaucracy more substantial than the offices it regulates. Furthermore, the cost in time and archival resources to process attestations is cited by the Directorate of Preemptive Resource Allocation as a significant drain. Nevertheless, the Authority Attestation remains a fundamental procedural keystone, upheld by the principle that within the Tower, no authority is truly absolute unless it has been recognized by another authority with nothing to gain from the recognition.
