Unspoken Query

Definition and scope
The Unspoken Query is the Tower's formal designation for a question that has been fully formulated in the mind of an interlocutor and thereafter not uttered. It is distinct from an unformed or pre-verbal uncertainty, which the Tower does not catalogue at all, and from a Provocative Query, which is a matter of content rather than of delivery. An Unspoken Query has complete syntax, a determinate referent, and — critically — a recorded moment of formulation. Its status as a holding depends entirely on that moment being preserved.
The classification is administered by the Office of the Keeper of Unspoken Components and stabilised at the Atrium of the Unspoken Query, where the question is inscribed on Zero Significance Material before the silence can act upon it. The Atrium maintains that the inscription is a copy of the query, not the query itself; the query proper remains where it was formed. This distinction has been the subject of sustained objection since at least the Forty-First Concordance.
History of the classification
Before the Crisis of the Unanswered Query, unspoken questions were held to be unrecordable and were therefore not recorded. The prevailing view, attributed to the anonymous compiler of the Master Registry of Assumed Knowledge, was that a question which had not been asked had not occurred. The Crisis demonstrated the inadequacy of this position: the Registry Query directed at the Atrium produced consequences that no one had asked for, and the resulting inventory of effects exceeded the inventory of causes by a ratio later fixed at 14:1.
The Forty-Second Concordance responded by creating the present classification. Its drafters were unusually candid about the difficulty of the task. Clause 3 of the Concordance notes that a thing which is defined by its absence cannot be entered into a register without ceasing to be absent, and then provides, without further comment, a procedure for entering it anyway.
"The Unspoken Query is not the silence. It is the shape of the silence, which is a different holding, catalogued separately."
— Forty-Second Concordance, Clause 3
Procedure 12.omega
The stabilisation of an Unspoken Query is governed by Procedure 12.omega, which the Atrium operates as its primary intake function. The procedure does not require the interlocutor to speak; it requires only that the interlocutor be within range of the Atrium's instruments at the moment of formulation. Range is a matter of dispute. The Atrium holds that it extends throughout the Sighing Atrium and its annexes; the Librarians of the Silent Query hold that it extends wherever the Atrium is thought about, which they regard as a defect in the design rather than a feature.
Where the query is successfully captured, it is designated Query Text and transferred. Where it is not, the residue is stored in the Vault of Unspoken Components as a partial record. Approximately one partial record in nine is subsequently found to be complete on re-examination, a finding that has never been satisfactorily explained.
Relation to the Echo of the First Query
Scholars within the Tower disagree about whether the Echo of the First Query is an Unspoken Query or a spoken one. The position recorded in the Index of Unspoken Conclusions treats the Echo as the archetype of the classification: the first query, formulated and never delivered, whose consequences nonetheless propagate. Against this, the Sceptre of Deferred Query tradition argues that the Echo was delivered — to an audience that did not hear it — and is therefore a delayed utterance rather than an unspoken one.
The dispute matters because the two positions assign the Echo to different floors. Under the first reading it belongs to the Atrium's jurisdiction; under the second it falls within the remit of the Office of the Keeper of Unspoken Components, which has twice refused the transfer and once accepted it before withdrawing the acceptance. The Query of Precedence was raised specifically to settle the matter and was itself left unanswered, thereby joining the collection it was meant to adjudicate.
Custody and access
Certified copies of holdings under this classification are kept in the Atrium of the Unspoken Query, and readers wishing to consult them must apply in writing to the Atrium's registrar. Applications are answered. The answer is not always the application's own question returned, though it is always in the same hand.
Visitors are reminded that the Atrium's panels of Zero Significance Material are load-bearing and must not be touched, leaned against, or read aloud from. Four separate expeditions have recorded this instruction in the same words, in different centuries, none of them quoting the others.
