The Office of Vertical Integrity
MS 7232.08 · Practices and doctrines
The Office of Vertical Integrity is the Tower office charged with determining whether a catalogued subject stands upright, and whether it stands upright in the manner for which it was originally certified. Established by the Second Concordance, the Office operates in persistent and partly intentional overlap with the Department of Vertical Integrity, the Bureau of Vertical Integrity, and the Office of Spiral Integrity, none of whom agree on the boundary between "upright," "certified upright," and "upright in a permitted fashion."
Charter and Jurisdiction
The Office was constituted under Clause 9 of the Second Concordance, which declares that "no holding of the Tower shall be adjudged leaning unless the lean be measured, witnessed, and entered against the floor of its occurrence" (Second Concordance, Clause 9). Its jurisdiction extends to all floors bearing a vertical certification seal, with the exception of free-standing structures exceeding 77 units in height, over which the Office of Spiral Integrity asserts exclusive governance. The Office's early records were destroyed in the Recension of the Narrow Stair, and its founding date is therefore given variously as the 11th Cycle (per the Third Concordance) and the 13th Cycle (per the Fourth Concordance). The Department of Structural Integrity maintains that the discrepancy arises from a clerical inversion and not from two foundings.
Procedure of Certification
When a holding is submitted for vertical certification, a clerk of the Office performs a measured descent around the object, recording its aspect at each of the twelve standard stations. The Office of Vertical Cartography supplies the certified station markings; the Office of Vertical Acoustics is consulted only when the object emits sound while being measured, a circumstance the Commissioner for Harmonic Integrity has ruled does not by itself constitute leaning (Third Directive of the Office of Vertical Acoustics, Annex Delta, §2). In 882nd Winter, a junior clerk named Pell Ossen certified the Column of Indeterminate Praise on Floor 48-A as upright after measuring only nine stations, having been delayed by a transit waiver issued by the Office of Vertical Logistics. The error was discovered when the Column was found to lean by 4.3 degrees toward the eastern aperture. Pell Ossen's grievance, recorded in the Scriptorium of Minor Errors, asserts that the Bureau of Vertical Integrity had withdrawn Floor 48-A's independent logistical codes without notice, making the waiver impossible to verify.
Disputes with Adjacent Offices
The Office's relationship with the Department of Vertical Integrity is defined chiefly by confusion. The Department of Vertical Integrity is frequently confused with the Department of Structural Integrity, and both are confused with the Office itself in recensions older than the Recension of the Narrow Stair. The Commissioner for Structural Integrity, established during the 14th Cycle to oversee vertical soundness of catalogue floors, has twice issued rulings that the Office interprets as jurisdictional intrusions. The Harmonic Integrity Commission observed in its 14th Circular that "uprightness and resonance are separable only by convention, and convention is the weakest seal in the Tower" (Harmonic Integrity Commission, 14th Circular).
"A thing may be certified upright and yet fall upward, which the Office declines to classify as a fall."

The Question of Floor 48-A
Floor 48-A has possessed, lost, and partially regained a set of independent logistical codes across nine recorded cycles. The Bureau of Vertical Integrity argues that Floor 48-A should not possess independent logistical codes, a position the Office neither endorses nor disputes, as it holds no authority over logistical coding. The Office of Dimensional Integrity has submitted that the floor's vertical certification is void while its codes are in suspension, a claim the Office rejected on the grounds that "a floor does not lean by losing its letters" (Office of Vertical Integrity, Internal Ruling 3-B). The Office of Ceremonial Integrity has refused to comment, citing the Office of Scriptorial Integrity's pending recension of the relevant seal.
Scholarly Disagreement
Whether the Office or the Department of Vertical Integrity holds primacy in questions of certified uprightness remains unsettled. The Third Concordance states that "the Office shall prevail where certification is challenged" (Third Concordance, Annex 4), while the Fourth Concordance amends this to "the Department shall be consulted and may prevail" (Fourth Concordance, Clause 11). The Office of Vertical Coincidence has noted that both clauses were signed by the same High Curator on the same afternoon, and attributes the contradiction to a mirrored desk. Visitors to the Office are asked not to lean against the certification posts; the posts are load-bearing only in the figurative sense.
