The Office of Perpetual Affairs
MS 3608.08 · Guilds, orders and offices
The Office of Perpetual Affairs (OPA) is the administrative body responsible for governing the conditions, registration, and legal paradoxes associated with all Perpetual States within the Tower. Established under an early provision of the Seventeenth Concordance (see Addendum 7) and subsequently ratified by the Obsidian Decree, its primary mandate is the practical administration of the Principle of Perpetual Recalibration. Its headquarters are located on the 17th-44th sub-floor of Administrative Spire Gamma, though its bureaucratic influence permeates all departments concerned with temporal anomaly and indefinite status.
Core Functions
The Office’s operations are divided across several internal bureaus, each managing a facet of perpetuity. Its most critical duty is maintaining the Infinite Registry, the master ledger of all entities, objects, and legal instruments deemed to be in a Perpetual State. This includes the official inscription and notarization of the Perpetual Manuscript, a document which, once filed, cannot be conclusively completed or abandoned. The OPA also receives and processes all related forms, most notably Form NOC-4a (Notice of Continuance), which must be submitted during any calendrical event listed on the Standard Calendar.
Further, the Office adjudicates conflicts arising from Perpetual Citizenship, a status granted to individuals whose existence has become formally entangled with an unresolved administrative process. Final certifications for such citizenship are filed exclusively within the Office, though the criteria for granting it are deliberately non-exhaustive, detailed across seventeen scrolls held in the Vault of Unfinished Precedents.
Key Holdings and Divisions
The Office retains custody of several foundational texts, including the Original Vellum format of On Perpetual Occupancy and the Vellum of Perpetual Claritude (shared custody with the Archivists' Synod). Its most dynamically active subunit is the Bureau of Perpetual Revision, tasked with the continuous amendment of Perpetual State definitions and the management of the Registry of Perpetual Amendments.
A notable, and often debated, division within the OPA is Division VI: Unallocated Phenomena. This division is responsible for cataloguing events and objects that exhibit qualities of perpetuity but have not yet been formally assigned a Perpetual State number. The division’s filing system is rumored to be itself a Perpetual State, though this has never been officially confirmed.
The Perpetual Manuscript and the Scroll of Deferral
The central ritual of the Office is the management of the Perpetual Manuscript. This document is never written in full; instead, authorized scribes add to it in accordance with a strict protocol supervised by the Chronologers' Guild. Any attempt to declare the Manuscript complete triggers an automatic consultation of the Scroll of Perpetual Deferral, an instrument housed in a adjacent, time-locked chamber. The Scroll’s function is to formally postpone the completion event, thereby preserving the Manuscript’s perpetual status. Scholars from the Department of Anomalous Durations have published treatises arguing this creates a causal loop, which the Office dismisses as a "procedural feature, not a flaw."
Inter-Departmental Relations
The OPA maintains a complex, often contentious, relationship with other Tower bodies. Its work frequently intersects with that of the Department of Anomalous Durations, leading to jurisdictional disputes over whether a given phenomenon is "perpetual" or merely "anomalously long." A more symbiotic, if somber, relationship exists with the Department of Sanctioned Melancholy, as many applicants for Perpetual Citizenship exhibit psychological profiles that fall under the latter department’s purview. All official communications between these departments must be copied to the Infinite Registry, a rule that has, over centuries, generated several substructures of self-referential filing cabinets now under OPA management.
Scholarly Disputes and Concordance Contradictions
The legal foundation of the Office is a subject of ongoing scholarly debate, primarily due to contradictions between the Concordances. While the Seventeenth Concordance establishes the Office, the Third Concordance contains a clause (III..4) that appears to forbid the creation of "any bureau for the management of endless processes." The OPA resolves this by citing Addendum 7, which re-interprets "bureau" as "necessary administrative mechanism," a reading not universally accepted outside the Administrative Spires. Furthermore, the precise ontological status of items within the Infinite Registry—whether they are made perpetual by registration, or merely recorded because they already are perpetual—remains the central philosophical rift between the Pro-Active and Declaratory schools of perpetuity law.
Notable Perpetual States Under Administration
The Office currently administers an indeterminate number of Perpetual States. Two of the most frequently cited are Perpetual State 1 (the state of the First Stone of the Tower’s foundation, argued to be both laid and not-yet-laid) and Perpetual State 12,447 (the state of the ink used to sign the Obsidian Decree, which is simultaneously wet and dry). The assignment of new State numbers is a solemn ceremony involving the sealing of a blank folio into the Registry, a folio that is then considered to have always contained the description of the State it now awaits.
