Subject Claim Voucher
MS 2846.71 · Documents and ordinances
A Subject Claim Voucher is an administrative instrument, issued by the appropriate archival body, that confers documented permission to formally claim a subject within the Tower’s cataloguing system for a finite period. Its issuance represents the provisional transfer of proprietary claim rights from the Tower’s administrative corpus to an individual researcher or cataloguer, contingent upon the completion of specified documentation procedures.
Issuance and Material Form
Vouchers are exclusively issued within designated Administrative Vestibules, following a petition submitted on Form Γ-12 (Intent to Catalogue). The standard voucher is a single sheet of 80 gsm Hollow Tablet paper, embossed with the sigil of the issuing vestibule and annotated with a seven-digit alphanumeric claim code. The reverse side contains the standardized terms of provisional tenancy, as per Annex Γ-7 of the Third Concordance. The instrument itself is non-transferable after its initial exchange between the researcher and a Librarian. A well-documented case of issuance occurs at the Vestibule of Provisional Tenancy, which handles claims for portraits on Floor 11,507.
“The Voucher is not a key, but a receipt; it acknowledges a debt of documentation owed by the holder to the archive.” — Footnote to Clause 22, Fourteenth Concordance.
Function within Claim Adjudication
The primary function of the Subject Claim Voucher is to establish chronological precedence and to forestall competing claims during the cataloguing process. Presenting a valid voucher is the first mandatory step in filing a Certification Claim for a newly described subject. The College of Spacial Jurisprudence notes that Annex Γ-7 regulates the instrument of claim (the voucher) rather than adjudicating the validity of the claim itself, a distinction that has led to significant procedural complexity.
In cases of dispute, a voucher-backed claim may be superseded by an Edict of Precedence filed by another party, provided the edict is accompanied by a Form Ω-7A demonstrating a prior-dated intent to catalogue. The subsequent invalidation of the original voucher is then recorded in the Dispute Resolutions log of the relevant floor.
Rights and Limitations Conferred
Holder rights, while provisional, are extensive. They include the right to access the subject for measurement and observation, the right to draft the initial encyclopedia entry, and the right to name the subject (pending review for conflicts with existing holdings). The holder also assumes the obligation of Source Extraction and Refraction Indexing where applicable.
The limitations are equally critical. The claim is tenable only for a standard period of 30 Tower days (as measured by the Keepers of the Ascent's central chronometer), extendable by petition. The voucher does not confer ownership of the subject, only a temporary claim to its documentation. Furthermore, the subject’s physical location remains under the ultimate jurisdiction of local custodial bodies, such as the Custodians of the Aperture or the Material Spiralists, which can lead to jurisdictional conflict if the subject is also a functional fixture.
Revocation and Nullification
A voucher may be revoked by the issuing vestibule for failure to submit a completed Certification Claim dossier before the tenure expires. Nullification occurs under several circumstances: the discovery of a prior, un-cancelled claim for the same subject; the invocation of the Principle of Perpetual Amendment rendering the subject’s proposed category obsolete; or a successful ethical challenge filed under the Index of Unresolved Imperatives. A nullified voucher must be physically returned to the vestibule and is marked with a black resin stamp; its claim code is then retired permanently.
Scholarly Disagreement and Ethical Debates
A central doctrinal dispute concerns whether the voucher represents a genuine transfer of authority or is merely a procedural placebo. Proponents of the “Proceduralist School” argue the voucher is a necessary fiction to maintain the flow of documentation, citing the frequency with which vouchers are overturned by higher-order Concordances. The “Substantive School,” drawing on Ordinances from the Office of Perpetual Affairs, maintains that the momentary authority granted is legally potent, as it can form the basis for a Scholastic Inquest if violated.
Ethical debates often arise concerning subjects claimed via voucher that later exhibit signs of Deductive Absence or require Conditional Re-stabilization. The question of whether voucher holders incur ongoing ethical responsibility for their claimed subjects, beyond the tenure of the voucher, remains a topic of active deliberation within the Department of Self-Aware Archives and is a common subject for amendments to the Concordances.
