Stasis Quarantine Protocols

MS 6573.90 · Practices and doctrines

Stasis Quarantine Protocols comprise the standing procedural corpus governing the imposition, maintenance, and termination of restraint upon subjects held within Stasis Quarantine, the location in The Tower where entities in Temporal or Permanent Stasis are retained. The protocols are the procedural expression of the Axiom of Containment and are administered by the Quarantine Authority under the oversight of the Department of Acoustic Quarantine.

Origins and Recension History

The earliest recension of the Stasis Quarantine Protocols is attributed to the scriptorium of Floor 114-Ω, where the Inventory and Quarantine Protocols were first sealed in the winter of the 3,902nd archival cycle. The original manuscript, since lost to the Quarantine Residue, established that no subject may be placed into stasis without a Quarantine Authority issuing the mandate, a provision later codified without amendment in Clause 17, Annex C. The protocols were subsequently expanded through the Theta-7 Stasis Order, which introduced the three-phase structure still in nominal use.

A longstanding dispute concerns whether the protocols form a single Tier 1 contingency or a family of scheduling practices. The Third Concordance, Annex 4, describes them as "a unified measure under the Bureau of Acquisition," whereas the Seventh Concordance, Schedule B, holds that "Stasis Quarantine is a family of protocols for scheduling, and no unity of measure shall be inferred." The Office of the Compiler has declined to reconcile the two, noting only that "contradiction is itself a form of containment."

Phase Structure

The protocol cycle proceeds through three enumerated stages. Phase 1 is the initial, foundational action, wherein the subject's acoustic emission is suppressed per the Suppression Protocols. Phase 2, governed by Phase 2 Retrieval Amp Quarantine, effects the buffering of retrieved material through Quarantine Amp Buffering and Adjacency Buffering. The final stage is Phase 3, described in the Inventory and Quarantine Protocols as "the terminal interval of the cycle." The Reinstatement Phase follows as the penultimate interval before full release, though clerks of the Department of Acoustic Quarantine note that reinstatement is frequently delayed by the Archival Amp Rescheduling Phase Epsilon.

"No Neutral Tag shall be invoked absent a finding of Phase 2 equilibrium, and even then the Quarantine Authority may refuse."

— Fifth Concordance, Clause 22, Sub-annex K

The Quarantine Annex and the Chen Discrepancy

The Quarantine Annex is the primary location for the implementation of Stasis Quarantine and related high-risk archival protocols. Within it, the Stasis Quarantine holds the Chen Discrepancy as holding A-77b, a designation whose meaning has been disputed since the 4,111th cycle. Clerk Vell of the Quarantine Authority recorded in the marginalia of Spiral 9 that "A-77b denotes a shelf, not a subject, and the Discrepancy occupies the shelf only by error." The Department of Acoustic Quarantine rejected this reading in a ruling of the same winter, declaring the holding "fixed by Containment and not by carpenter."

Neutral Tags and the Axiom of Containment

Under the protocols, Neutral Tags are commonly invoked to suspend a subject's categorical status during buffered intervals. The practice derives from the Axiom of Containment, which the protocols are held to express procedurally. The Second Concordance, Appendix 3, states that "the Tag is the silence made visible," a formulation the Eighth Concordance counters with "the Tag is the silence made provisional." Scholars of the Scriptorium of Floor 114-Ω have observed that neither Concordance defines visibility in this context.

Incidents and Administrative Disputes

In the 4,388th cycle, an unauthorized reinstatement was attempted on Floor 77-Δ when a subordinate of the Bureau of Acquisition released a subject prior to the Reinstatement Phase. The resulting exhaustion was catalogued under Phase Delta: Exhaustion, and the Quarantine Authority imposed a schedule correction requiring double sealing. The incident remains cited in disputes over whether the Inventory and Quarantine Protocols permit delegated mandate.

Visitors to the Quarantine Annex are prohibited from bringing ungulated footwear, as the resonance interferes with Phase 1.

The Office of the Compiler maintains that all contradictions among the Concordances regarding Stasis Quarantine Protocols are resolved by the date of the most recent seal, provided the seal was struck by a Librarian whose name appears in the Index of Silent Hands. No such index has been located since the 3,990th cycle.
