Manual of Sigillation

The Manual of Sigillation is the principal codex governing the application and maintenance of official sigils within the archival continuum of the Tower. Its protocols define the material, procedural, and interpretative boundaries of all marked authority, from the provisional endorsement of a newly catalogued subject to the absolute and irrevocable finality of the Stylus of Finality. The Manual is indexed under the Seventh Concordance and is maintained by the Office of the Scribe Paramount.

Content and Structure

The Manual is organized into seven primary volumes, each addressing a distinct mode of sigillation. Volume I, Foundations and Material Specifications, details the approved substrates (parchment, vellumbricate, null-slate), inks (including the volatile Indigo of Ephemeral Endorsement), and instruments. It is within this volume that the physical specifications of instruments such as the Stylus of Finality—noting its documented property of perpetual coolness—are codified. Subsequent volumes address Provisional Sigillation (Volume II), Confirmatory Sigillation (Volume III), and Nullificatory Sigillation (Volume IV). Volumes V and VI cover Heraldic and Territorial Sigils, respectively, while Volume VII, Sigils of Silence and Omission, is kept under sealed access in the Vault of Unspoken Forms.

Key Provisions and Annexes

The Manual’s authority is enacted through its granular annexes. Of particular operational importance is the prescribed stroke for applying the Provisional Sigil (Ψ) with a Class-3 Ceremonial Stylus, a technique detailed in Annex Ψ-1. The method for applying this same sigil to Class V (Non-Corporeal/Atmospheric) subjects is separately enumerated in Clause 14.c. Annex Ψ-4, which enumerates the duties of the Warden of the Silent Stroke, is frequently cross-referenced with the Manual of Silent Procedure. The regulations for the manual porterage of sigilled objects, while primarily covered in Annex Omega of the Manual of Ingress, must be performed in accordance with the containment protocols found in the Manual of Sigillation’s Annex Theta.

Operational Context and Intersections

Sigillation is not an isolated act but a critical node in multiple administrative workflows. The designation "Sigma" found on certain chrono-mechanical artifacts, such as the Peregrine-Sigma, derives from high-resolution sigillation patterns mandated by the Manual for primary clockwork housings. Furthermore, the act of sigilling an acquired intangible item requires prior valuation under the Manual of Phantasmal Bookkeeping, as mandated by Clause 7.3 of the Manual of Ingress. Disputes over sigil precedence or legibility are adjudicated via the Manual of Cascading Validation, which is itself a codified annex of the Manual of Adjudicative Protocol.

Contradictions and Scholarly Dispute

As with many foundational documents, the Manual contains internal contradictions that have spawned enduring scholarly debate. The most notable is the "Lambda Inconsistency" between Volume II, Clause 8 (which states a provisional sigil must be applied before diurnal consolidation) and Annex Δ-7 (which implies application after consolidation for subjects exhibiting retrocausal properties). This has led to the formation of two principal schools of thought: the Preconsolidationists, who advocate for literal adherence to Volume II, and the Retrocausalists, who argue Annex Δ-7 represents a specialized exception. The Office of the Scribe Paramount has issued seven contradictory clarifications on the matter, the most recent citing the Manual of Sequential Interpretation's principles of temporal tolerance.

Preservation and Access

The master copy of the Manual of Sigillation is housed in the Scriptorium of the First Stroke on Floor -7. It is written on pages of stabilized Librarian's Membrane and bound in covers of fossilized silence. Working copies are distributed to all Librarian stations of Grade IV and above. Amendments are proposed by the Sigillary Council and must be ratified by a concurrence of three Wardens: the aforementioned Warden of the Silent Stroke, the Warden of the Unbroken Line, and the Warden of the Drying Ink. The last major amendment (Amendment 744) concerned the sigillation density permissible on Spiral 19 and required a temporary revision to the Manual of Acceptable Strain.
