Their emergence is governed by the Third Concordance, which prioritizes stabilization over immediate assessment.

Classification and Protocol

The Custodial Office of Actualizations is responsible for the initial logging of all instances in the Register of Manifestations. Following stabilization—typically achieved via containment protocols outlined in Annex Epsilon—a provisional classification is assigned. This classification must be ratified by the Chamber of Deferred Judgement, a process that can take anywhere from three weeks to several decades, depending on the manifestation's complexity and the prevailing bureaucratic backlog. Standard investigative procedure mandates a tripartite barrier, as per Annex Epsilon, Clause 2, to prevent narrative contamination from the initial observers.

Containment and Disposition

Contained manifestations are assigned to a holding Desk of Lateral Correspondence for study.
