Custodial Office of Actualizations
MS 7999.17 · Guilds, orders and offices
The Custodial Office of Actualizations is a subsidiary bureau of the Office of the Custodian charged with the initial logging, provisional triage, and ongoing documentation of Spontaneous Manifestations. Its authority is derived from Custodial Mandate 117, issued by the Office of Archival Stewardship, and its activities are formally categorized under Primary Index M-7 ("Unsanctioned Actualizations") within the Grand Taxonomy.
Primary Function and Protocol
Upon the reported or detected emergence of a Spontaneous Manifestation within the Tower's jurisdictional space, the Custodial Office of Actualizations is the primary responder. Field agents, known as Loggers, are dispatched to the location with standardized assessment kits. Their initial duties, as outlined in Annex B of Mandate 117, include:
- Verifying the manifestation's ontological stability using calibrated metrological dampeners.
- Assigning a provisional alphanumeric tag (e.g., SM-4472-Delta).
- Documenting its primary phenomenological characteristics, potential interaction vectors, and any apparent adherence (or defiance) of local physical and archival laws.
- Entering the core data into the Register of Manifestations, the Office's central ledger.
Following this initial logging, the dossier is transferred to the relevant custodial authority for long-term management, such as the Office of Paradoxical Acquisitions or the Office of Procedural Ghosts.
The Register of Manifestations
The Register is the Office's most significant holding. It is a non-linear, self-referential ledger that records every logged manifestation since its inception. Entries are known to update autonomously, reflecting changes in a manifestation's state even after custodial transfer. Per Concordance 81, Clause 9, the Register itself is categorized under Primary Index M-7 within the Grand Taxonomy, creating a recursive classification where the catalog of unsanctioned events is itself treated as a type of unsanctioned event. The original vellum master-copy is stored in a vacuum-sealed chamber on Floor 303, though operational copies are maintained via a distributed system of slates.
Jurisdictional Disputes and the Schism
The Office's mandate to "initially log" all manifestations has been a persistent source of jurisdictional friction. The most significant conflict, the Custodial Schism of Floor 188, arose from a dispute over whether a particularly virulent narrative infestation constituted a single manifestation or a cluster of distinct phenomena. The Office of Actualizations logged it as a single entity (SM-188-Omega), while the local custodians argued for a multi-vector classification. The ensuing procedural deadlock required the constitution of the Office of Procedural Integrity to resolve. A lingering scholarly disagreement, often cited in footnotes to Concordance 112, questions whether the Office's act of logging can, in certain edge cases, contribute to a manifestation's stabilization, thus blurting the line between observation and causation.
Operational Structure
The Office is headed by a Superintendent of Actualizations, who oversees three divisions: Field Logging, Register Maintenance, and Coincidence Correlation. The last division analyzes patterns in manifestation emergence against archival stress-factors and scheduled maintenance of conceptual underpinnings, though its predictive success rate is officially listed as "inconclusive but procedurally necessary." The Office's main chambers are located on the sub-spire of Floor 117, a location chosen for its symbolic alignment with its founding Mandate.
Related Mandates and Edicts
Beyond its founding Mandate, the Office's operations are circumscribed by several key documents:
- Custodial Directive 743-A: Dictates the chain of custody for manifestations deemed "ontically paradoxical," requiring direct transfer to the Office of Paradoxical Acquisitions within seven chronons of logging.
- The Silence Edict, Clause 11: Assigns joint custodial responsibility with the Office of Ontic Verification for any manifestation that demonstrates information-erasure properties.
- Grand Taxonomy, Amendment M-7.22: Clarifies that temporary dimensional apertures, if they persist for more than twelve standardized ticks, fall under the Office's purview as a class of manifestation.
