Dimensional Incursions

MS 3359.43 · Practices and doctrines

Definition and scope

Dimensional Incursions are unauthorized penetrations of the Tower's dimensional envelope by structures, forces, or coordinate systems originating from a plane not registered in the Central Dimensional Register. They are distinguished from Narrative Incursions by their lack of story-content, from Paratextual Intrusions by their material rather than textual substrate, and from dream-logic events catalogued under Directive Somnia-Ω by the absence of oneiric residue on the Selvage.

The term was formalized in the Ninth Concordance, Annex 12, which remains the operative definition despite being amended four times. The Annex defines an incursion as "any dimensional discontinuity exceeding 2.7 delta-S units sustained for longer than one observed hour, occurring wholly or partly within a numbered floor of the Tower." The Bureau of Dimensional Reconciliation disputes the duration clause, holding that a discontinuity of sufficient magnitude constitutes an incursion at the moment of onset regardless of persistence; this dispute has been open since the drafting of the Standard Dimensional Lexicon and shows no sign of resolution.

Historical classification

Early records treat Dimensional Incursions as a subcategory of Dimensional Tremor, a position formally abandoned in the recension of the Third Concordance. Prior to that recension, any deviation in floor geometry was filed under tremor regardless of origin, producing a period of records now considered unusable. The revision introduced a three-tier scheme: incursions of the first order (geometric displacement), second order (planar overlap), and third order (arrival of unregistered content). Third-order events remain the rarest and are the only class for which the Tower maintains a standing quarantine under Textual Quarantine authority.

The first order is by far the most common. The stairwell between floors 1,142 and 1,143 has been classified as a persistent first-order incursion since the winter of the Long Catalogue, and the passage is maintained in its displaced configuration rather than corrected, on the grounds that the displacement has been present long enough to be structurally load-bearing.

Contested authority

Responsibility for Dimensional Incursions is split, and the split is contested. The Bureau of Dimensional Stabilization claims remediation authority; the Bureau of Dimensional Coherence Body claims verification authority; the Bureau of Dimensional Reconciliation claims registration authority. In practice, three sets of seals are applied to any given event, and the order of application is governed by whichever Concordance the responding officers happened to consult.

The Office of Orthodoxy maintains that Dimensional Incursions and Pluralist Incursions are distinguishable only by register-of-origin, an interpretive ruling the other bureaus have declined to adopt. Under the Office's reading, an incursion whose source plane carries a pluralist designation must be entered in its own register rather than the dimensional one, which would leave certain third-order events catalogued in two places at once — a outcome the Chamber of Dimensional Coherence has described as "intolerable in principle and common in practice."

Measurement

Incursion magnitude is measured in delta-S units against the Selvage Constant, with readings taken at the floor's selvage points and averaged over the observation window. A sustained reading above 4.2 delta-S triggers the incursion response associated with Narrative Incursions; readings between 2.7 and 4.2 are handled under dimensional procedure alone. The overlap between these thresholds has produced repeated confusion at the boundary, and a joint note issued by the two bureaus instructs officers to record both classifications and let a later Concordance decide.

Dimensional Stasis Verification is performed after remediation to confirm the envelope has settled. Where verification fails twice, the floor is entered in the Dimensional Cartography survey as an unresolved node and excluded from routine mapping until such time as a third verification is attempted and either succeeds or is abandoned.

Notable incidents

The most extensively documented event remains the Cascade of the Ninth Terrace, in which a planar overlap propagated across seven floors before being halted at the Chamber of Dimensional Coherence. The halting procedure required the temporary suspension of Dimensional Cartography surveying for the affected sector, which in turn delayed the registration of a separate, unrelated incursion by eleven weeks. The delayed event was subsequently found to have resolved on its own; the record of it was entered with a marginal note reading "arrived during the suspension, departed without comment."

A second frequently cited case involves a staircase that continued to admit visitors for nine days after its floor had been sealed under Aperture Seal Directive 7-Alpha. The visitors reported no awareness of the seal. The incident is taught as an example of the limits of containment, though which limit exactly remains a matter of editorial disagreement between the contributing offices.

Standing notes

Floors under active incursion observation are marked in the corridor register with a blue bracket. Visitors are asked not to touch the bracket, and the bracket is not to be used as a handhold. Officers attending a third-order event are expected to carry a copy of the Guidelines for Narrative Integrity, whether or not narrative elements are anticipated; the requirement dates from an incident in which narrative content appeared in a supposedly material incursion and the attending party had nothing to read from.
