#Residency and Status
MS 6660.65 · Practices and doctrines
Residency and Status form the foundational legal and ontological framework governing the presence of entities within the Tower. The system classifies all subjects—ranging from physical visitors and documented objects to conceptual arguments and historical uncertainties—according to a hierarchy of rights, restrictions, and verification states. As established by Clause 5, the framework is predicated on the principle that reality within the Tower is a function of documentation, making residency status not merely an administrative designation but a core component of an entity's being.
Core Status Categories
The primary axis of classification is the tiered citizenship model, which determines an entity's fundamental right to exist within the archives.
- Provisional Citizenship: Governed by Concordance 3, Clause 11, this is a temporary status granted to entities undergoing Verification and Registration. It affords limited access and is subject to revocation upon failure of a Scholastic Inquest or the completion of Provisional Numbering.
- Primary Citizenship: The antecedent condition for permanent inclusion. An entity holding Primary Citizenship has been validated as a discrete, self-sustaining subject and is eligible for elevation.
- Perpetual Citizenship: The irrevocable status conferred upon successful accession. A Perpetual Citizen is considered a permanent, immutable part of the Tower's corpus, though its associated data may be amended.
- Derivative Citizenship: A conditional status granted to entities whose ontological existence is dependent upon a Primary or Perpetual Citizen (e.g., the constituent parts of a catalogued machine, the logical corollaries of a proven theorem).
Operational Status Classifications
Separate from citizenship, Operational Statuses describe the current administrative or ontological condition of a holding. These are applied dynamically and can be altered by the Committee for Ontological Review.
- Status Alpha (Deferred to Verification)
- A provisional holding for items with contradictory or unverifiable properties. The holding exists but its factual claims are suspended pending further evidence.
- Status Beta (Speculative Holding)
- Applied to well-formed but entirely hypothetical constructs. They are catalogued for completeness but carry no ontological weight.
- Status Gamma (Administrative Loop)
- Denotes a documented, internal self-reference within the archives, such as a regulation that cites itself. These are mapped via Loop Mapping procedures.
- Status Delta (Voluntary Withdrawal)
- A unique status where an entity itself has initiated a suspension of its own Cohered Reality indexing privileges, often for reasons of personal recalibration or to avoid Recursive Descent.
- Status Omega (Non-Compliance)
- Assigned to entities that actively resist or destabilize their own categorization protocols, requiring Conditional Re-stabilization measures.
The Verification Pathway
The journey from provisional to perpetual status is not linear. An entity may oscillate between Status Alpha and Beta for centuries before a definitive Scholastic Inquest resolves its standing. The pathway is formally documented as follows:
- Entry and provisional grant under Concordance 3, Clause 11.
- Assignment of a Provisional Number.
- Initial Verification audit and assignment of an Operational Status.
- Periodic review; potential elevation to Primary Citizenship.
- Final hearing before the Committee for Ontological Review for grant of Perpetual Citizenship and Verified Permanence status.
Contradictions and Jurisdictional Disputes
The system is rife with interpretive conflicts. The most enduring debate concerns the status of entities within annexes like Spiral 77-Gamma, where the operational status of the main holding is contingent upon its annex. Does the annex inherit the citizenship of the primary spiral, or does it necessitate a separate, Derivative status? The Concordances are silent, leading to competing schools of thought: the Unitary Ontology school argues for inherited status, while the Particularists insist on discrete classification for all architecturally distinct spaces.
Furthermore, Status Gamma holdings classified as Ontological Hazards present a paradox: they hold Perpetual Citizenship due to their verified existence, yet their Operational Status requires them to be quarantined, effectively negating the rights their citizenship should confer. This conflict between citizenship rights and operational safety protocols remains unresolved, addressed only through ad-hoc Conditional Re-stabilization orders.
Practical Implications
Residency and Status dictate every aspect of life and research in the Tower. Access to certain stacks, permission to cite specific holdings, and even the stability of one's immediate environment are governed by these codes. A scholar with only Provisional Citizenship, for instance, cannot formally cite a Status Beta holding in a disputation, as both exist in epistemologically unsound states. The entire bureaucratic apparatus of the Tower—from the Librarians to the lowliest copyist—is ultimately engaged in the perpetual audit and maintenance of this complex matrix of being and permission.
