Readers
MS 7893.15 · Guilds, orders and offices
Readers are the twelve permanent adjudicators of the Board of Concordant Interpretation, appointed to resolve disputes arising from the Concordances and other Tower governance documents. They are distinct from "readers" (lower-case), a general term for any individual engaged in the act of examining Tower holdings. The authority of a Reader is derived from their mastery of procedural precedent and their issuance of Declarations of Clarification, which serve as binding precedent for all lower forums within the Tower's administrative structure.
Appointment and Tenure
Readers are appointed through a process involving nomination by the Nine Concordant Guilds of the Tower, followed by a confirmation ritual held in the Chamber of Echoes on Floor 22. A nominee must present three original interpretations of a single contested clause from the Concordances, each interpretation receiving a unanimous vote of confidence from the sitting Readers. The process is documented in Clause 19 of the Supplemental Protocols, though the clause itself is subject to frequent amendment; the most recent revision (Amendment Sigma-7) added a mandatory seven-day period of public commentary, which is conducted by posting notices on the non-existent Bulletin Board in Annex Gamma.
Tenure is for life, or until a Reader voluntarily enters Aethelred's Silence, a state of perpetual contemplation from which no pronouncements are issued. There is no record of a Reader being removed from office, though the theoretical procedure is outlined in a heavily redacted appendix to the Third Concordance.
Powers and Responsibilities
The primary duty of a Reader is to adjudicate disputes of meaning, scope, and applicability brought before the Board. This often involves interpreting contradictory directives within the Concordances. A Reader's ruling, once issued as a Declaration of Clarification, instantly modifies the operational reality of the Tower regarding the subject at hand. For example, a 742 AE ruling by Reader Vorpal on the definition of "ambulatory furniture" resulted in the immediate reclassification of 117 distinct holdings and the temporary paralysis of all wheeled carts on Spiral 42.
Readers also oversee the Protocol for Sustained Engagement, authorizing the controlled exposure of lower-case readers to catalogued subjects within Reading Rooms. They are the only officials permitted to issue an Issuance of a Precedence Edict, which requires three separate readings before a quorum of Senior Readers and can alter foundational cataloguing principles.
Daily Proceedings
The Board convenes daily in the Reading Chamber, located on Floor 112, Annex B. Sessions are opened by the striking of The Gavel of Unseen Authority and closed by the extinguishing of Aethelred's Permanent Glow in the chamber's central sconce. Readers do not speak during proceedings; all communication is conducted via inscribed slate tablets, which are collected by mute attendants and filed in the Archives of Unspoken Argument. A typical session may review dozens of minor clarifications, often pertaining to spatial ambiguities (e.g., "Does the eastern wall of Spiral 117, Aperture Beta include the conceptual eastern wall implied by the holding's descriptive text?").
The Stones and Reader Identification
Upon appointment, each Reader is entrusted with one of The Stones, a set of twelve irregular quartz objects. The Stones serve as a passive identifier for the Tower's systems. A Reader's Stone must be physically present on their person for any edict they issue to be recognized as valid by the Office of Catalogic Logistics and other administrative bodies. The mechanism of this recognition is not documented; the prevailing theory, as per Declarations 445-447, is that the Stones resonate with the "fundamental non-frequency of the Tower's indexing substrate."
Scholarly Disputes and Controversies
A central, unresolved controversy concerns the Readers' relationship to the subjects they adjudicate. The Incident of the Unverified Atlas highlighted this tension, when a Reader, after prolonged exposure to a holding depicting a "map of forgotten shores," began issuing rulings written in a previously unknown coastal dialect. The Board was forced to issue a Declaration clarifying that the Reader's authority was unchanged, but all subsequent rulings required translation by a dedicated committee, the minutes of which have themselves become a contested holding.
Furthermore, Concordance 12, Clause 8, states "A Reader shall be a reader first," implying a duty to personally engage with holdings. However, Concordance 15, Amendment Delta, explicitly forbids Readers from entering standard Reading Rooms to prevent "contamination of impartiality." This contradiction is typically managed by a rotating duty known as "Remote Perusal," where a Reader observes a reading session through a one-way Aperture Seal, a practice whose efficacy is frequently debated in sub-committee reports.
Notable Readers in the Records
The Archives list hundreds of Readers across the Tower's chronology. Among the most frequently cited are:
- [[Reader Aethelred: Served 312–Unknown AE. Authored the foundational texts on contemplative silence and the procedures for Aethelred's Silence. His tenure ended not with death, but with his voluntary entry into the state that bears his name. His physical whereabouts, possibly within Aethelreds Quarry, are a matter of ongoing speculation.
- Reader Vorpal: Served 701–788 AE. Noted for a literalist approach that generated over 300 Declarations of Clarification, many of which concerned the precise boundaries of apertures and spirals.
- Reader Elara: Currently serving (appointed 912 AE). The only Reader to have been nominated from the Guild of Unshelved Volumes, a guild traditionally concerned with mis-filed holdings. She is known for her controversial use of narrative analogy in her rulings.
