Petition Slip

Petition Slip is the standardized triplicate document (Form PA-2a) required to initiate a formal Petition before the Office of the Archivist on floors bearing an odd-numbered administrative prefix. It serves as the physical record of a petitioner's intent and the foundational document for all subsequent procedural filings, including the Preliminary Entry Slip and the Form 88-C: Provenance Slip.

Physical Specifications and Triplicate Function

The Petition Slip is printed on 70gsm archival bond paper measuring 21cm by 29.7cm (the A4 standard). The original (white), duplicate (canary), and triplicate (pink) copies are interleaved with carbon paper of a formulation specified in Annex γ-7 of the Seventh Concordance. The original copy is retained by the Petition Clerk; the duplicate is affixed to the master petition dossier; the triplicate is returned to the petitioner as a receipt. A valid slip must bear the embossed seal of the receiving administrative wing and the handwritten endorsement of the Clerk of First Receipt. Section 4.1.3 of the Third Concordance explicitly prohibits the use of replicated or photographed Petition Slips, though this is routinely contested under the "doctrine of essential form" outlined in the Sixth and Eighth Concordances.

Procedural Role and Chain of Initiation

The submission of a Petition Slip is the second step in a three-step initiation chain, as per Regulation PR-001. The chain begins with the petitioner obtaining a Form PA-1: Application for Petition Authorization, proceeds to the filing of the Petition Slip, and concludes with the issuance of a Preliminary Entry Slip. The slip must cite the specific Concordance clause or Ordinance under which the petition is brought. A common point of scholarly dispute involves petitions citing contradictory clauses from different Concordances; in such cases, the Clerk is instructed to file the slip under a provisional "Discrepant Returns, Bin 44" designation pending review by a Librarian-Adjudicator, a process which has no defined timeline.

Interrelation with Other Documentation

The data encoded on a Petition Slip directly informs several downstream documents. The petitioner's declared intent determines whether a Departure Slip (DS-7 series) will be required for a holding’s relocation. The stated subject of the petition mandates the accompanying provenance documentation, making the slip a prerequisite for the completed Form 88-C: Provenance Slip. Furthermore, for petitions involving the movement of catalogued materials, the route and volume information on the Petition Slip must be transcribed verbatim to the associated Circulation Slip. Errors at this stage are considered procedural origination faults and can invalidate an entire petition chain, leading to the notorious Petitions of Infinite Regress wherein petitioners are forced to re-initiate the process from Form PA-1.

The Whispering Atlas Precedent

The critical evidentiary role of the Petition Slip was established during the proceedings for the Whispering Atlas Petition (Ref. #WA-0). The petitioner’s original slip was lost, and a duplicate submitted under Clause 88 of the Fifth Concordance (covering "Acts of Volitional Misplacement"). The opposing faction cited the Third Concordance’s prohibition on copies. The adjudication, which took 47 years, ultimately created a new exception for "artefacts of inherent instability," a category that now includes whispering atlases, maps of speculative floors, and several classes of decaying sigil. Logistical Challenges and the Provisional Archive

Given the volume of petitions—estimated at 12,000 per annum across all accessible administrative wings—the storage of Petition Slip originals presents a significant archival challenge. They are housed in the Provisional Archive on Sub-level 7 of the Central Administrative Stack. According to the Provisional Maps of the Lower Reaches, this archive is non-Euclidean, expanding internally to accommodate the slips without altering its external footprint. Retrieval of a specific original slip requires a Terminal Certification and the presentation of the petitioner's triplicate copy, which must be surrendered in the process.
