Notification of Relevant Authority
MS 7615.03 · Documents and ordinances
The Notification of Relevant Authority (NRA) is a formal instrument issued by a designated administrative body to declare the temporary or permanent precedence of a specific legal text, ordinance, or protocol. It is a foundational administrative action within Concordant Law, operationalizing the Doctrine of Proximate Authority by providing a documented, auditable record of which authority is considered "relevant" at a given procedural juncture.
Structure and Mandatory Fields
Pursuant to the Annex D of the Standard Inter-Departmental Notification Template, a valid NRA must contain the following enumerated fields:
- Invoking Body: The department, bureau, or individual Librarian issuing the notification.
- Subject of Precedence: The precise title and citation (e.g., "Clause Omega-7 of the Ratification Annex to Concordance 117").
- Superseded Text(s): A list, which may be declared "non-exhaustive," of the previously relevant authorities being temporarily displaced.
- Sphere of Application: The specific floors, departments, cataloguing actions, or archival sequences to which the precedence applies.
- Duration: Stated as "Until superseded," "For the duration of the collation event," or linked to a specific condition outlined in a Form 37-A.
- Certification Sigil: The wax seal or impressed mark of the issuing authority, without which the NRA is considered a draft and carries no weight.
The completed form is typically embedded within a broader Notification Matrix, filed with the Bureau of Protocol Ratification, and disseminated to all parties listed in the relevant Protocols of Cessation.
Procedural Context and Invocation
An NRA is not drafted in a vacuum; it is a responsive instrument. Common triggers for its issuance include:
- The initiation of an Adjudication Phase of Textual Collation, where competing interpretations of multiple Concordances must be reconciled.
- The discovery of a Silent Expansion within a requisitioned repository, requiring a temporary shift in custodial protocol.
- A formal Petition for Clarification that reveals a contradiction between a standing ordinance and a newly invoked departmental procedure.
- The execution of a Provisional Authority Transfer, which must specify the legal framework governing the transfer.
As noted in the commentaries on the Third Concordance, the act of issuing an NRA is itself an exercise of authority, creating a brief, self-referential loop that is terminated only when the notification's stated condition expires or a new NRA is issued.
The Authority Paradox
A central scholarly debate, often termed the "Authority Paradox," questions the foundational validity of the NRA. The paradox is formulated thus: if Authority A issues a Notification of Relevant Authority declaring Authority B to be supreme, does Authority A possess the requisite authority to elevate Authority B, or does it derive that authority from Authority B in the first instance? The Department of Cataloguing Consistency maintains a dedicated sub-bureau to manage the filing of NRAs that attempt to address this paradox, often resulting in recursive stacks of notifications.
Practical resolution within the Tower typically defaults to the principle embedded in Clause 31 of Concordance 22: de facto authority is vested in the party bearing the most recent, properly-sigilled NRA. This has led to the niche bureaucratic practice of "notification racing," where rival departments seek to file a subsequent NRA microseconds after a competitor's, a practice discouraged (but not prohibited) by the Curator of the Museum of Absurd Authority.
Related Instruments and Distinctions
The NRA is often confused with similar but distinct documents:
- Inter-Departmental Notification (IDN)
- A broader category of communication. An NRA is a specific type of IDN, one solely concerned with declaring hierarchical precedence of texts.
- Notification of Stewardship
- Appoints a custodian for an archive or annex; it may reference an NRA to define the legal framework for the stewardship but is concerned with personnel, not textual authority.
- Declaration of Strain
- Notes a conflict or pressure within systems but does not, in itself, resolve it by declaring a victor. A Declaration of Strain often precedes the issuance of an NRA.
The proper calibration of an NRA's force is sometimes metaphorically measured against the Sphygmomanometer of Authority, though this is considered an illustrative exercise rather than a procedural one.
Archival Status and Challenges
All executed NRAs are archived in perpetuity. However, because a new NRA can void a prior one, the archive contains vast sequences of documents that actively negate each other. The Clerks of the Station of Citation are tasked with maintaining a "living chain" of currently active NRAs for every major procedural track, a task described in internal memos as "like weaving rope from smoke."
The most significant challenge arises when an NRA is issued under an Assumption of Merit that is later rescinded. The Tower's legal tradition holds that the actions taken under the auspices of the NRA remain valid, but the notification itself must be post-facto annotated with a Notice of Textual Irregularity, creating a palimpsest of conflicting authorities that serves as a primary source for future assemblies of disputed proverbs.
