Narrative Precedence Over Chronology

MS 2399.61 · Practices and doctrines

Narrative Precedence Over Chronology is the doctrine, first articulated in the ruling of the Spiral 9 Dispute in the Year of the Tower 187, holding that where the sequence of events as recorded conflicts with the sequence of events as experienced, the recorded sequence governs. It is among the oldest standing practices of the Tower's legal apparatus and, by most reckonings, the most frequently invoked and least frequently read.

Origin: The Spiral 9 Dispute

The dispute arose on the ninth spiral of an unnumbered descent, where two survey parties returning from the same stairwell submitted incompatible accounts of a single afternoon. The first party recorded a collapse, a rescue, and a formal adjournment. The second recorded an adjournment, a rescue, and a collapse. Neither party could be shown to have fabricated anything; both had written in good order and deposited their returns within the hour.

Faced with two honest and mutually exclusive records, the adjudicating panel declined to test either against the stairwell itself, which had in the interim been recatalogued under a different number. It held instead that the record containing the more complete account of consequence — in this instance the first, which ended in adjournment rather than beginning with it — should be taken as prior. The formulation entered the record as follows:

"Where the order of telling and the order of happening cannot be reconciled, the order of telling shall be preferred, the telling being the only witness that survives its own examination."

— Ruling of Spiral 9, Article the Fourth

Relation to the Concordances

The doctrine was not codified until the Seventh Concordance, which absorbed it without amendment into the general law of attribution and thereby established catalogical precedence as its operative mechanism. Annex 11 of that Concordance extends the principle explicitly to the Tower's subsidiary chronologies, providing that the Fifth Chronology and the Central Chronology shall each yield to a narrative account certified by two Librarians of the third grade. This has had the practical effect that the Standard Tower Chronology is consulted chiefly for dates that nobody disputes.

Later instruments complicate the picture. Clause Omega-7 establishes chronological precedence on ground that appears to reverse the Spiral 9 formulation, though its drafters insisted the two were complementary. Concordance 77 codified ontological precedence in terms that presuppose narrative priority without naming it, and the Custodial Syndicate has, since at least the ninth recension, adjudicated sigil precedence disputes by asking which party's account reads more like a completed story.

The Precedence Dilemma

The doctrine's central difficulty is recorded under the heading of the Precedence Dilemma, formally initiated in 0̸-13-9 of the Standard Amended Chronology. If narrative order governs chronological order, then an account of an event preceded by an account of the doctrine that governs it cannot be evaluated without first resolving which account precedes. The treatise On Retroactive Precedence argues that a paradox of this shape may exert precedence over the timeline of its own discovery, a position the College of Applied Chronology has neither endorsed nor forbidden. The Query of Precedence remains open before the College at the time of writing.

Application and Misapplication

Most invocations of the doctrine are unremarkable. A returning expedition files its inventory; a discrepancy in the order of descent is noted; narrative precedence is cited; the inventory is entered as filed. The Stairwell Chronology is adjusted in the ordinary course.

The doctrine has also been stretched. In the winter of the Year of the Tower 402, a clerk of the fourth scriptorium — Renna Vosk, subsequently transferred to the Priority Ingress desk — argued that because her account of a misfiled return read more coherently than the return itself, the misfiling should be struck from the record entirely. Her supervisor allowed the argument. The resulting gap in the Incident Chronology took eleven years and two recensions to locate, and Vosk's memorandum on the subject is still circulated in the scriptoria as an example of correct reasoning correctly applied to the wrong object. Her own position, stated in the memorandum's closing line, was that the fault lay not with her argument but with the return, which she described as "badly told, and therefore badly done."

Scholarly Disagreement

There is no settled view on whether the Spiral 9 ruling created the doctrine or merely noticed it. The older school, represented principally by the annotators of the Incident Chronology, holds that narrative precedence is a description of how the Tower has always behaved and that the 187 ruling is evidence of the practice rather than its source. The revisionist position, advanced in the College's fourth reading cycle, observes that no invocation of the doctrine predates 187 by more than a footnote, and that footnotes in that period were compiled retrospectively.

The Custodial Schism of Floor 188 turned in part on this question, the disputants having agreed on the facts of a narrative infestation and disagreed only on whether the priority granted to its earliest account was doctrinal or merely customary. The schism was settled by Concordance 77 without resolving the point, which is generally taken as the correct outcome.

The practice should not be confused with incidental precedence, Narrative Entrainment, or the law of Narrative Dependency, all of which borrow its vocabulary while governing quite different matters. Nor does it apply to Narrative Feedback Loops below the fourth spiral, which are handled under separate authority.

Practical Note

Orders citing narrative precedence must be deposited in triplicate, and the third copy must be legible without the first two.
