Memo of Trans-Spatial Transfer

MS 0415.60 · Documents and ordinances

For the standard procedural document governing non-critical internal communications, see Standard Memo 44-D. For the archived practice of annotating memos with spectral inks, see Annex 12-C.

The Memo of Trans-Spatial Transfer (also known as Form MT-Ω, the Omega Memo, or, informally, the "Spiral Packet") is a class of procedural document mandated by Ordinance 711-B for authorizing and logging the movement of personnel, objects, or information between non-adjacent administrative zones whose spatial relationship is either contested or non-Euclidean. Its issuance is a prerequisite for a Designated Transfer and is frequently filed in conjunction with a Scribal Transfer when animate assets are involved.

First standardized under the Third Concordance (Clause 441, "On the Reconciliation of Discontiguous Realms"), the MT-Ω differs from conventional routing slips in its explicit acknowledgment of transfer modality. The memo requires the originating officer to select from a prescribed list of trans-spatial vectors, including "Gradient Descent," "Spiral Ingression," "Aperture Transit," and the rarely used "Cardinal Re-alignment." Each selection triggers a unique set of appendices and routing protocols handled by the Bureau of Epistolary Echoes.

Physical Characteristics

A completed MT-Ω is a multi-layered document. The base layer is standard vellum, upon which are affixed up to seven wax-sealed transparencies detailing route-specific hazards, temporal adjustments, and required sigils. The final layer is a resonance sheet treated with inks ground from stones found only on Transfer Floor 19-Kappa; this sheet hums at a frequency calibrated to the destination floor's architectural key. The complete packet must not exceed 2.3 cm in thickness, per Sanitary Code 44-A, to fit the designated vacuum-sealed shafts used for inter-floor dispatch.

Procedural Necessity

Filing an MT-Ω is compulsory for any transfer that crosses a boundary marked by a Custodial Sigil or that originates from a floor currently undergoing Provisional Authority Transfer. Its primary function is bureaucratic rather than practical: it creates a fixed point in the Tower's administrative record for a movement that may, in physical terms, be indeterminate. As noted in the commentary to Ordinance 711-B, "The memo does not cause the transfer; it permits the archives to acknowledge that the transfer has, in some form, occurred." This distinction is central to the legal philosophy of the School of Applied Paradox.

The Routing Controversy

A long-standing scholarly dispute concerns whether the MT-Ω should be routed through the Transfer Floors before or after the physical transfer it documents. The Fourth Concordance (Clause 889) insists on prior routing, arguing that the memo's resonant qualities are necessary to "clear a path" through epistemically dense zones. However, the Seventh Concordance (Clause 12, notably amended 47 times) asserts that routing must follow the transfer, as the memo cannot be completed without the post facto calibration data provided by the Measurer-Scribes attached to the traveling party. This contradiction is typically resolved on a case-by-case basis by the Office of Procedural Reconciliation, located on Transfer Floor 8,441. Most clerks adopt the safer practice of filing duplicate memos under both protocols, leading to the familiar archival phenomenon of "ghost transfers," where a memo exists for a movement that was ultimately canceled.

Annexes and Appendices

The complexity of an MT-Ω is dictated by its annexed forms. Common annexes include:

Failure to include a required annex results in the memo being classified as "dormant," and it is forwarded to the Guild of Dormant Scribes for indefinite holding.

Disposal and Echo

Upon successful transfer verification, the MT-Ω is ritually incinerated in a copper basin at the destination's logistry. The ashes are then collected and returned to the point of origin via standard courier, completing the document's cycle. According to the Bureau of Epistolary Echoes, the resonance sheet's hum persists in the ash for approximately thirteen days, a period during which follow-up memos on the same subject are strictly prohibited by Safety Ordinance 45 to avoid "harmonic interference." Unusually, memos that document a transfer to an Unlisted Floor are not destroyed but are instead entombed in a silent chamber adjacent to the Department of Metrical Harmony, where they are periodically reviewed for patterns of "emergent routing," a practice of disputed utility.
