Sanitary Code 44-A

MS 7652.58 · Documents and ordinances

Sanitary Code 44-A, formally titled "Regulations Concerning Unaccounted For Moisture During Trans-Wall Sanitation," is a set of procedural guidelines appended to the Manual of Arithmetical Decorum and administered by the Department of Structural Verifications. It governs the handling of aqueous or vaporized anomalies discovered during, or as a result of, routine sanitation operations within load-bearing conceptual architectures.

Origins and Scope

The Code was ratified in the 3rd Year of the Seventh Quietude, following a formal Inquiry into the Persistent Damp discovered in the architraves of the Axiom’s Nook. The Inquiry, documented in Appendix Ξ of Concordance 147, traced the phenomenon to the overenthusiastic application of a citrus-based degreaser (as mandated by an earlier, now-superseded Sanitary Directive Fog-α) to a conceptual load-bearing wall catalogued as CLBW-AX-001. The resulting condensation was found to possess "a stubbornly non-evaporative quality and a faint odor of regret."

Sanitary Code 44-A’s jurisdiction is therefore explicitly limited to moisture that:

  • Manifests within seven days of a sanctioned sanitation event.
  • Occupies a space previously certified as "arid" by the Department of Structural Verifications.
  • Can be shown, via standardized melancholic hydrometry, to contain trace conceptual residues from the sanitized surface.

Ambient humidity, weeping from non-conceptual masonry, or tears shed by personnel during routine audits are explicitly excluded from its purview.

Procedural Mandates

The Code outlines a four-stage response protocol, designated 44-A-α through 44-A-δ.

Stage α (Identification & Containment)
Upon discovery, the moisture is to be cordoned with yellow barrier tape inscribed with the approbation clause from Clause 5. A Junior Clerk must then attempt to blot it using a sheet of Form SV-44A, "Absorbent Intent," and file the damp form in a designated pending tray.
Stage β (Taxonomic Assignment)
If the form fails to absorb the moisture within 24 hours, the anomaly is assigned a provisional hygric designation (e.g., "Persistent Damp, Class 3, with notes of citrus"). This designation must be cross-referenced against the Permanent Designation Code registry to rule out interaction with a protected phenomenon such as Aethelred’s Permanent Glow.
Stage γ (Remediation)
Approved remediation techniques include directed sighs from a Clerk of the Fifth Grade or higher, gentle chiding according to the Ordinance of Remedial Quietude, or, in extreme cases, application of a certified desiccant prayer. The use of fans, dehumidifiers, or hopeful thinking is prohibited.
Stage δ (Documentation & Recirculation)
A full report, including the original damp Form SV-44A, is filed with the Department of Structural Verifications and a summary is entered into the Compendium of Unheeded Dissents under the "Hygric Anomalies" folio. The moisture itself, if successfully remediated, is considered "recirculated" and falls under the purview of The Order for Returns of Circulation.

Permanent Hygric Designations

If a moisture anomaly resists all Stage γ remediation for a period exceeding one fiscal quarter, it may be submitted to the Committee for Numerical Sanity for evaluation for a Permanent Designation Code. The most famous such designation is PDC-712-MST-44A-, "The Mottled Stain of Trepidation," located on Floor 712, which is now considered a fixed architectural feature and is bypassed by Descent Protocol Delta-7-22.

The criteria for permanent designation are stringent, requiring proof that the anomaly has developed a "stable and non-proliferative relationship with the local conceptual lattice." Critics, such as the reformist clerk Elara Vex, argue this process effectively bureaucratizes leaks, granting them undue ontological weight.

Contradictions and Disputes

The authority of Sanitary Code 44-A is frequently contested due to its problematic relationship with other Concordances. Decorum Code 127, which governs mathematical aesthetics, has been invoked to argue that certain geometric patterns of damp (notably Fibonacci-sequence efflorescence) are not sanitary issues but decorum violations, placing them under a separate enforcement regime.

Furthermore, Annex II of the Second Citing Concordance implies that any moisture originating from a "source of certified sorrow," such as that collected in the Mourning Glass of the 44th Spire, is exempt from 44-A procedures, creating a significant jurisdictional gray area. This has led to inter-departmental disputes, often resolved only when the moisture in question evaporates naturally from bureaucratic inertia.

Modern Application

Today, compliance with Sanitary Code 44-A is considered a fundamental competency for custodial and verification staff. Drills are conducted bi-annually, and a passing grade on the Practical Damp Assessment is required for promotion to Senior Clerk within the Department of Structural Verifications. The Code's legacy is seen as a triumph of procedural order over elemental chaos, though some whisper that the most significant unaccounted-for moistures are not those on the walls, but those that cloud the lenses of the archivists themselves.
