Material Inventory
MS 1575.18 · Practices and doctrines
Material Inventory is the formal process of cataloguing the physical composition, dimensions, mass, and observable properties of a subject proposed for inclusion within the Tower's archives. It represents the second of four stages in the standard Verification, following Preliminary Inventory and preceding Phenomenological and Proxy Inventory. The Material Inventory is conducted by the Guild of Resonant Masons and its findings are submitted to the Office of Material Coherence for ratification.
Standard Protocol
The protocol is dictated by Annex Δ of the Third Concordance, which outlines seven sequential phases of measurement. These phases are: Gross Mass Calibration, Spatial Enclosure Mapping, Surface Resonance Analysis, Molecular Lattice Enumeration, Chromatic Spectrum Capture, Thermodynamic Inertia Assessment, and finally, Proprioceptive Contour Verification. Each phase must be witnessed by a minimum of three Masons and its results recorded on a Static Manifest, which is then filed with the Bureau of Static Inventory. A subject failing any two phases is remanded to the Quarantine Annex for material re-evaluation.
Governing Bodies and Artifacts
While the Guild of Resonant Masons performs the hands-on measurement, ultimate authority over the Material Inventory rests with the Office of Material Coherence. This office maintains the master reference scales and calibrates all measurement instruments used within the Tower, including those catalogued in the Inventory of Proscribed Instruments. The official ledger for all ratified Material Inventories is the Master Folio of Physical Substantiations, held in the primary Hall of the Guild of Material Authenticators on Floor 309. Disputes regarding measurement are resolved by reference to the Obsidian Decree, specifically Clauses 4 through 7.
Notable Exceptions and Anomalies
Certain classes of holdings are exempt from full Material Inventory. These include, but are not limited to: subjects catalogued under Proxy Inventory Maintenance, entities listed in the Inventory of Superfluous Supports, and all items within the Inventory of Minor Furnishings, Vol. 44. Furthermore, the protocol cannot be applied to subjects exhibiting Inventory Echoes, as their physical parameters are non-static. In such cases, the Bureau of Static Inventory issues a waiver, and inventory proceeds directly to the Phenomenological stage. A famous, and still unresolved, anomaly is the case of the Quill of Unwritten Edicts, which passed all seven phases of measurement yet consistently yields a different mass when weighed by different Masons, a subject of ongoing study recorded in Annex Δ of the Inventory of Proscribed Instruments.
Integration with Other Inventory Stages
The data from a completed Material Inventory forms the necessary substrate for the subsequent Phenomenological Inventory. For instance, a subject's measured thermal inertia directly influences the parameters used to assess its "perceived warmth" in the Phenomenological Sequence. Conversely, a failed Proprioceptive Contour Verification often pre-empts a finding of "lacking self-awareness" in the later stage. The final, integrated document—comprising Preliminary, Material, and Phenomenological Inventories—is submitted to the Bureau of Precedential Inventory for entry into the Master Folio of Pending Evidence and assessment against existing precedents.
Scholarly Disputes
The primary doctrinal conflict surrounds Phase 7: Proprioceptive Contour Verification. The original text of the Third Concordance defines it as "the measurement of a subject's awareness of its own physical boundaries." The School of Manifest Inventory interprets this literally, employing resonant questioning techniques. A rival school, following a gloss attributed to Elara of the Dusted Stacks, argues it is a metaphorical instruction to measure the boundary's effect on adjacent air pressure. This dispute has practical consequences; subjects like the Whispering Veil of Floor 899 pass one interpretation but fail the other, leading to jurisdictional conflicts between the Office of Material Coherence and the Bureau of Precedential Inventory. A proposal to amend the Concordance, PA-882, submitted by the Bureau of Precedential Inventory, seeks to resolve this by splitting Phase 7 into two distinct measurements, but it remains pending.
Recent Developments
In 2011, maintenance of the Inventory was transferred to the Bureau of Static Inventory, which has since implemented stricter guidelines for Static Manifest intake. This has led to a documented increase in the volume of materials referred to Quarantine, as noted in the Monthly Inventory Log 107-Delta. Furthermore, Clause 9 of the Obsidian Decree, which mandates a review upon confirmation of an Inventory Echo, has increasingly been invoked in cases where Material Inventory results show unexplained temporal drift, blurring the traditional lines between Material and Phenomenological domains.
