Material Conjuration

MS 9285.22 · Practices and doctrines

Definition and Scope

Material Conjuration refers to the theoretical or practical act of causing a physical object, substance, or material state to manifest from a prior condition of non-presence, without a clear, sequential causal chain adhering to the Axiom of Material Coherence. It is the central focus of the Bureau of Material Coherence's most stringent monitoring and, when claimed, triggers mandatory intervention by the Department of Material Causality. The term itself is not a formal designation within the Quarterly Reviews, where it is categorized under the broader heading of "Unattested Material Emergence."

Regulatory Framework and the Conjuration Protocol

Any documented instance of suspected material conjuration initiates the Conjuration Protocol, as outlined in Concordance 712, Annex D. This mandates an immediate freeze on all logistical support for the holding in question and the dispatch of a joint investigative team comprising agents from the Department of Material Causality, the Office of Material Paradoxes, and at least one certified authenticator from the Guild of Material Authenticators. The primary objective is not to prove conjuration occurred, but to establish a satisfactory material lineage. Success is measured by the issuance of a retroactive Material Coherence Attestation (MCA-57). Failure results in the holding's reclassification as a Residual and its transfer to a containment annex.

The protocol is notoriously contentious. Concordance 918, Clause 4, contradicts 712 by stating that a holding demonstrating "consistent functional utility over a period exceeding one fiscal quarter" may be granted a provisional MCA, pending further study. This has led to several protracted jurisdictional disputes, most notably during the Inquiry into Persistent Anomalous Material Deficiency of Floor 4,122.

Documented Cases and Precedents

The Tower archives contain 17 fully documented "Grade-A" conjuration cases. The most cited is the Sable Vessel of Floor 9,847, an ornate urn that, upon daily inventory, was found to contain exactly 33 black pearls, despite being locked in a vacuum-sealed chamber and never being recorded as receiving any materials. After a seven-year investigation failed to identify a source, the vessel was granted an MCA under the "Kael Precedent," which allows for attestation based on predictable, measurable output, even in the absence of documented input. Critics, primarily from the School of Material Primacy, argue this merely legitimizes perpetual conjuration.

Another significant case involved the so-called "Weeping Portrait" in the West Gallery of Floor 1,004. The painted subject’s tears were observed to possess volume and saline composition. The Office of Material Coherence initially classified this as a Material Reconciliation issue, but the Department of Material Causality insisted on a conjuration review when no plumbing or atmospheric condensation source could be identified. The matter was settled by a rarely invoked clause (Concordance 205, Clause 12) pertaining to "artefacts of persistent sympathetic resonance," effectively punting the issue to the theorists studying Sympathetic Resonance Engines.

Theoretical Disputes

The academic debate surrounding material conjuration is fundamentally a debate about the limits of the Axiom. The dominant bureaucratic stance, championed by the Bureau of Material Coherence, is that true conjuration is a logical impossibility; all manifestations must have a prior material cause, however obscure. Alleged cases are therefore failures of investigation or accounting, not violations of physical law.

Opposing this is the Conjunctionalist School, which posits that certain locations within the Tower—particularly where floor numbers follow non-Euclidian sequences—act as "material apertures." They argue that conjuration is not creation ex nihilo, but translocation from an adjacent, non-catalogued reality. This theory is dismissed by the Office of Material Paradoxes as "an attempt to resolve a paradox by invoking a greater one," though it has gained traction among some Material Spiralists.

A more pragmatic view, held by many in the Division of Material Persistence, is that the distinction is functionally irrelevant. If an object passes the Material Authentication Protocol (MAP) and demonstrates stable properties, its ontological provenance is a clerical concern. This view is explicitly rejected by Concordance 712 but implicitly supported by the administrative hassle of maintaining long-term Residual inventories.

Current Status and Reporting

All personnel are required to report any suspected incident of unattested material emergence using Form MCA-57/S (Supplemental). The report must detail the exact circumstances, any witnesses, and the specific Material Receipts that demonstrate the anomaly. Failure to report is a breach of Concordance 441 and can result in the suspension of one's own Material Coherence Attestation for personal effects. As of the last Quarterly Review, the rate of reported incidents has remained steady at 3.2 per annum, with a 94% resolution rate via the issuance of a standard MCA, suggesting that the Tower's material accounting, while perpetually challenged, remains fundamentally intact.
