Manual for Anomalous Conduits (Revision 89)
MS 7913.96 · Documents and ordinances
Manual for Anomalous Conduits (Revision 89) is the current, though rarely complete, operational codex for the classification, containment, and procedural response to phenomena involving non-standard utility infrastructure within the Tower. Authored and maintained by the Guild of Theoretical Mechanics under the authority of the Eighth Concordance, Revision 2, it supercedes 88 previous revisions, the majority of which are kept in perpetuity within the Annex of Perpetual Revision for comparative study.
The Manual’s primary purpose is to provide a unified, albeit perpetually contested, theoretical framework for conduits that exhibit properties diverging from the standard Hydraulic, Luminous, and Pneumatic systems overseen by the Guild of Vital Conduits. Its authority is derived from Clause 12.α of the Eighth Concordance, which mandates a single point of reference for "all anomalies of passage, whether of substance, signal, or intent."
Structural Overview
The Manual is divided into seven core volumes, each addressing a distinct category of anomaly. Volume I (Foundational Taxonomies) establishes the three primary conduits of manifestation for Anomalous Luminosities: Condensation Conduits, Residual Echoes, and Intentional Leaks. Volume II (Operational Protocols) contains the step-by-step containment procedures for documented phenomena, including the current guidelines for the Backwards Stairwell. Volumes III through VI deal with measurement, custodial interface, cross-referential hazards, and arbitration procedures, respectively. Volume VII is the living annex, comprising all subordinate documents, such as Annex γ, which enumerates the central directive of the now-dissolved Department of Anomalous Durations.
Key Doctrinal Contributions
Revision 89 is notable for its formal resolution (designated Resolution 89-Λ) of the long-standing dispute between Realist and Formalist factions within the Guilds. It did so not by choosing a side, but by creating a bifurcated procedural pathway. For phenomena deemed to possess intrinsic, cataloguable properties, the Realist inquiry method codified in the Manual of Substantive Derivation (7th Revision) is triggered. For phenomena considered purely relational or definitional hazards, the Formalist methodology from the Manual of Anomalous Ingress takes precedence.
A further significant contribution is the Manual’s exhaustive classification system for Utility Conduits exhibiting anomalous behavior, expanding the standard tripartite system to include seventeen sub-gradients of "leakage," each with a corresponding containment protocol detailed in the Manual of Acoustic Remediation and the specifications for a Containment Amp.
Controversies and Omissions
As with any living document under the Tower’s governance by Concordance, Revision 89 is rife with internal contradictions, primarily inherited from conflicting clauses within the various Concordances it attempts to synthesize. The most cited example is the discrepancy between its treatment of "entity" designation and the process outlined in the Seventh Concordance, Revision 12. The Manual states an entity is proposed for Anomalous Entity (AE) status upon meeting its internally outlined criteria. However, the Seventh Concordance reserves the right of proposal solely to a panel of Senior Librarians, a process detailed in the Protocol for Interstitial Grievance Arbitration (7th Revision). This has led to a state of procedural deadlock for nineteen currently monitored phenomena.
Furthermore, the Manual is famously silent on the origin of the anomalies it categorizes. It treats them as axiomatic conditions of the Tower’s infrastructure, a stance criticized by the Guild of Theoretical Mechanics’s more radical historiological wing, which argues this omission violates the principles in Revision 9.4 of On the Provenance of Holdings.
Associated Instrumentation & Custodial Care
Adherence to the Manual requires the use of specialized instrumentation. The construction and calibration of the standard Harmonic Gauge is specified within its pages. Furthermore, all custodial actions pertaining to particulate or resonant residue left by anomalous conduits must be performed in accordance with the Manual of Custodial Protocol, to which the Manual frequently defers, particularly regarding the handling of materials listed in the subordinate Custodial Manual for Particulate Residue, Vol. IV.
Current Status and Supersession
Revision 89 has been the standing edition for 43 Tower years, an unusually long period of stability. A committee for Revision 90 was convened seven years ago but has been immobilized by debates over the re-categorization of Residual Echoes. Until a new revision is ratified under the Annex Γ Revision procedures, all operational personnel are instructed to follow Revision 89, while simultaneously consulting the Lexicon of Structural Anomalies, 4th Revision for terminological clarifications and the Manual of Silent Procedure for any actions required in acoustically sensitive zones. The document itself resides on Floor , in a climate-controlled stack adjacent to the archives of the Guild of Vital Conduits.
