Hydraulic Archive
MS 8914.32 · Objects and instruments
Hydraulic Archive is the central system of record maintained by the Bureau of Hydraulic Concordance for the custody of historical flow data, valve-seal imprints, and ratified amendments to hydraulic law. It is a repository and a mechanism at once: the same apparatus that stores a ruling also authenticates it, which is the source of nearly every difficulty described in the Bureau's own recension history. The Hydraulic Archive is distinct from the Vascular Canons, the infrastructure it describes, and no instrument of the Archive is permitted to touch a live conduit.
The Archive occupies the whole of the ninth terrace of the Bureau's premises and a disputed sliver of the eighth. Its holdings are not shelved by date, floor, or subject, but by the bore of the conduit to which each record pertains; records concerning conduits of like bore are gathered without regard to when they were made or what they say. A reader seeking a ruling of Year 632 will therefore find it beside a flow survey from a period no one has reconciled with any calendar, and both beside an amendment that revoked the ruling nine years after it was entered. The Bureau regards this as a feature of the system and has said so in print.
Seals and the Pressure Differential
Every ruling entered into the Hydraulic Archive is verified by a Pressure Differential seal, applied while the ruling is still wet and legible. The seal does not record a signature; it records the difference in pressure across the membrane of the reading chamber at the moment of entry. Two rulings entered under identical pressure are held to be the same ruling for purposes of precedent, a doctrine set out in the Ninety-Second Concordance and never successfully challenged, though it has been challenged often.
The consequence is that the Archive cannot be read in a chamber of unfamiliar pressure without producing new law. Librarian Ossia Vane, surveying the terrace in the winter of Year 704, recorded that a clerk sent to retrieve a single maintenance order returned with four, one of which had not previously existed and could not afterward be found:
"The order was entered at 0.4 PPS and withdrawn at 0.6. The Archive regards these as two documents and is not obliged to reconcile them."

Chronometry and the Archive's Calendar
The Archive dates its entries by the Standard Hydraulic Day, the period of 47 minutes and 23 seconds governing the Pulse cycle of the Aorta of Thirst. Day 1 of any given year is formally designated per the Standard Hydraulic Day calendar, and Day 1 are entered a full cycle before the day they describe. The practice is defended on the grounds that a record of a flow which has not yet occurred is more useful than a record of one which has, and is rectified afterward by the standing of Day 2.
Discrepancies are not corrected in the Archive. They are entered as discrepancies and allowed to accumulate. The Bureau has measured the growth rate of Uricite Stalactites on the lower shelves at 1.1 to 3.4 millimetres per day and does not remove them, on the authority of a ruling that the formations are themselves a record of the humidity of the reading chambers and are therefore part of the holding.
The Free Flow Controversy
In Year 632 the Bureau formally recognized the Free Flow League, and the Archive entered the recognition with a full Pressure Differential seal. In Year 639 the Concordance recognizing the League was amended to strike the recognition; the amendment was entered at a pressure indistinguishable from the original, and under the doctrine of the Ninety-Second the two entries are the same entry. The Archive has consequently held, without interruption and without comment, that the League is and is not recognized, and it will produce whichever entry is requested.
The Mystic Plumbers' Union petitioned three times for a ruling on which entry governs. The Bureau's answer, cited in the petition of Year 681, was that the question is one of reading and not of record, and that the Archive is not responsible for its readers. Librarian Ossia Vane dissented in a marginal note now bound into the survey: the note argues that a repository which authenticates what it stores cannot plead neutrality about what it has authenticated, and that the position of Year 681 is "an abnegation dressed as custody." The Bureau has not answered it, and the marginal note itself has acquired a Pressure Differential seal, apparently by proximity.
Relationship to Adjacent Holdings
The Archive is frequently confused with the Archive of Provisional Origins, which holds unratified material and is not a system of record. The distinction is enforced: nothing may be transferred from the Provisional Origins into the Hydraulic Archive without a ruling, a seal, and a clerk of the sixth grade present, and no such transfer has been completed since the Master Ledger of Permitted Mechanisms was closed to new instruments. Material from the Condensation Conduits is entered directly, as is flow data from the Fifth Spiral Watercourse; the Ephemera, Seven-Day collection is held separately and is not considered part of the Archive proper, though it is stored in the same room and shares the stalactites.
The Archive's hydraulic-law holdings are coordinated with the Annex Sigma and with the working papers of the Annex of Melancholic Agriculture, whose irrigation rulings depend on flows the Archive has recorded but not reconciled. The Bureau is required to maintain a minimum positive acceleration of 0.05 PPS in its reporting cadence during flood season, a requirement of the reporting and not of the Archive, which receives the reports and files them by bore.
Access
Consultation is by written application, sealed, and by appointment within the Standard Hydraulic Day. Visitors are asked not to breathe near the membrane. Coats are left at the door.
