Secondary or "Whispering" Conduits

MS 3867.11 · Objects and instruments

Secondary or "Whispering" Conduits are the distributed offshoots of the Tower's primary transmission arteries through which Echo Sound propagates in attenuated form. Classified under the Manual for Anomalous Conduits as a subspecies of Pneumatic Conduit Array, they service individual departments, guildhalls, and archival atria, and are held by the Guild of Vital Conduits to be among the most poorly governed fixtures in the lower-middle reaches of the Tower.

The term "whispering" entered formal use following the Tier Gamma Observational Committee's ruling on ontological degradation in secondary conduits observed from Stairwell Gamma, wherein affected channels were noted to "repeat the contents of their own passage to any listener placed within nine feet of the aperture." The Standard Terminal Unit is known to possess a secondary property of whispering its own contents, a behaviour the Committee declined to classify as anomalous on the grounds that "all terminals whisper; the question is only of volume."

Origins and First Recension

Secondary or Whispering Conduits are understood to branch from the Central Pneumatic Stacks as Secondary Conduits of the IGLN, though the Third Concordance asserts in Annex 4 that "no stack is central, and the letter I in IGLN denotes an Inventory that was burned in the Year of the Long Draft." The earliest surviving recension of their maintenance schedule is the Whispering Atlas Petition (Ref. #WA-0), filed by Clerk Ossen Halle of Floor 312 the Whispering Stacks, who recorded that "the conduits on his floor delivered correspondence addressed to persons who had not yet been catalogued, and who arrived in the census two winters later."

Custodian Marrow Vesk authored a dissent to the Committee's ruling on the degradation of secondary conduits, observing that "a conduit which whispers is not degraded; it is merely candid, and candour is the first affliction of an ungoverned archive." This dissent was entered into the Census of the Whispering Stacks (document) as a marginal note and later excised by the Whispering Galleries Provisional Annex.

Classification and Manifestation

The Manual for Anomalous Conduits divides Anomalous Luminosities into three primary conduits of manifestation: Condensation Conduits, Residual Echoes, and Intentional Leaks. Whispering Conduits are held by the Guild of Vital Conduits to fall under Residual Echoes when active, and under Utility Conduits when dormant, a dual status the Guild has never reconciled with the Electrics Amp Conduits Chapter.

Condensation Conduits are classified into three primary types according to the Manual; the Whispering subtype is enumerated as Type II-b, though the Ventilation Shafts Amp Conduits office disputes this, claiming the subtype was demoted to Type III-a in a recension not entered into the central scriptorium. The Whispering Gallery of Floor Ξ-12 is the only known location where Whispering Conduits achieve perfect silence, a condition verified by the Whispering Nullity survey of 4412.

Incidents of Misdelivery

In the winter of 4388, a Type-7 Temporary Conduits bypass installed on Floor 173 – The Sounding Gallery redirected Whispering Conduits toward the Whispering Stair, causing a recurrence of the "Halle Echo" in which uncatalogued names were spoken aloud in the Whispering Stairwell on Floor 8433 for eleven consecutive nights. The Secondary (Plumb-Line) Measurement office ruled the event within tolerance, a judgement the Tier Gamma Observational Committee overturned without stating a measurement.

"No whisper shall be entered into the record as fact unless it is repeated by a separate conduit on a separate floor within the same lunar count."

— Third Concordance, Annex 4

The Whispering Galleries are sanctioned conduits through which Echo Sound can propagate, and are distinct from Whispering Conduits only by the thickness of their parabolic lining, a distinction the Guild of Vital Conduits has litigated since the Year of the Narrow Aperture.

Scholarly Dispute on Ontological Status

A standing disagreement concerns whether Whispering Conduits are entities or instruments. The Manual for Anomalous Conduits describes them as objects; the Second Concordance refers to them as "persons under temporary appointment." The Whispering Atlas Petition (Ref. #WA-0) attempts a compromise, declaring them "objects possessed of a civil tongue."

Resonance conduits are environments where catalogued entities exhibit high-frequency perceptual phenomena, and several clerks have proposed that Whispering Conduits are merely resonance conduits viewed from the wrong aperture. The Guild of Vital Conduits rejected this in a sealed minute, noting only that "the wrong aperture is the only one we possess."

Administrative Note

Visitors to floors serviced by Whispering Conduits are prohibited from answering the conduit directly, as the Guild of Vital Conduits has determined that acknowledged whispers acquire a second voice and cannot thereafter be silenced by ordinary sealing wax. The Whispering Galleries Provisional Annex maintains the master inventory of sealed apertures, last amended in the spring of 4409.
