Latent Acquisitions

MS 4183.36 · Practices and doctrines

Latent Acquisitions is the collective designation for all holdings that have entered the Tower's inventory without having, at the time of entry, a confirmed material extent. The category was created by Fifth Concordance, Annex 2, in the phrase "acquisitions whose presence precedes their arrival," and has been contested at every revision since. Latent Acquisitions are distinct from Provisional Acquisitions in that provisional holdings are known to exist and await classification, whereas latent holdings are classified in the absence of any object to classify. The distinction is maintained by the Office of Latent Properties and disputed, on principle, by the Department of Latent Epistemology.

No floor is dedicated to Latent Acquisitions. Holdings in the category are recorded in the Ledger of Partial Acquisitions and shelved, where shelving applies, at the floor indicated by Holding Title Amp Floor, which has been known to indicate a floor number not currently accessible from any stairwell.

Definition and boundaries

The operative definition, fixed by Ninth Concordance, Schedule B, reads: "A Latent Acquisition is any accession logged under Category: Latent using Series B gestures and not subsequently demoted to Provisional." Two features of this definition have caused difficulty. First, it defines the category by the manner of logging rather than by the nature of the holding, so that an entirely material object may become latent through clerical error and remain so until demotion. Second, the phrase "not subsequently demoted" places the burden of correction on the recording office, which in practice means the Bureau of Acquisitions.

The Register of Irregular Acquisitions lists four hundred and six holdings logged under Series B gestures between the winters of 1,412 and 1,455, of which eleven have since been found to be ordinary furniture. These eleven remain in the Register. The Undersecretary for Acquisitions has ruled twice that removal would constitute a demotion and therefore an alteration of the record; the furniture is catalogued as latent and left where it stands.

The Department of Anticipatory Acquisitions

The predictive machinery of the category belongs to the Department of Anticipatory Acquisitions, whose charter, the Procedures for Latent Integration, sets out three axioms. The first holds that a holding may be known before it is held. The second holds that knowledge of a holding obliges the Tower to make room for it. The third, added in a later recension and never reconciled with the first two, holds that no room made in advance may be occupied until the holding is confirmed.

The consequence is a considerable stock of empty shelving. Floor 3,088 is given over entirely to such shelving, installed in the winter of 1,461 against a predicted accession of forty-two volumes of unknown subject. The volumes have not arrived. The shelving is dusted on the second and fourth Thursdays of each month and may not be sat upon.

"The room is made; the holding is expected; the room remains. This is not a failure of anticipation but a completion of it."

Irregularities and the Paradoxical Wing

A subset of Latent Acquisitions arrives twice, or arrives having already been catalogued under a different designation, or is found on inspection to be the catalogue entry itself. These are referred to the Office of Paradoxical Acquisitions, which is nested within the Office of Acquisitions Amp Stasis and operates under the direct auspices of the Warden of Silent Acquisitions. The Paradoxical Acquisitions division oversees the Refractory Processing wing, where holdings that resist ordinary accession are held in a state the wing's standing order calls "patient non-arrival."

The most cited case is that of the Department of Latent Epistemology's theoretical volume, catalogued in 1,449 under a title the Department had derived but not yet seen, and materialised eleven years later in the Department's own reading room, where it was found to be a volume of the Department's own minutes. The Office of Acquisitions Amp Stasis issued an Administrative Stasis Certificate (ASC) in respect of the volume, the fourth such certificate issued to a document describing its own acquisition. The certificate remains open.

Scholarly disagreement

The status of latent holdings is the subject of a dispute between the Department of Acquisitions, which maintains that no holding may be counted in the inventory before it can be measured, and the Department of Anticipatory Acquisitions, which maintains that counting is itself the means by which a holding is brought to measure. The Bureau of Curatorial Acquisitions has declined to adjudicate, noting that it holds no view on holdings it cannot see.

A third position, advanced by the School of Latent Materialism and set out at length in its Commentary on the Ledger, holds that the category is a fiction maintained for administrative convenience and that the eleven items of furniture are the only honest entries in the Register. The School's position has not been adopted, but its Commentary is widely cited, largely by offices wishing to establish that they have considered the matter.

The dispute turns in part on a conflict between Concordances. Fifth Concordance, Annex 2, treats latency as a property of the holding. Ninth Concordance, Schedule B, as noted, treats it as a property of the record. Twelfth Concordance, in a clause numbered 7 but placed between clauses 3 and 4, states that "the question is settled," without saying how. Latent Structure Tapping, the technique by which holdings are detected before accession, is taught from the Ninth and is examined from the Fifth, and candidates are advised to state which Concordance they are answering under before they begin.

Access and handling

Latent holdings may be consulted by written application to the Office of Latent Properties, which will confirm whether the requested holding has arrived. If it has not, the application is retained, and the reader is notified on arrival. Notifications are issued by hand. Readers are asked not to wait in the reading room, as their presence has twice been logged as an accession.

The Office of Acquisitions & Stasis assigns provisional accession numbers to latent holdings in a separate series, prefixed L, which runs to six digits and is not reconciled with the main series. Reconciliation is expected. A date for reconciliation has been set and postponed eleven times, most recently to the spring of 1,502.
