Bureau of Acquisitions
MS 7531.89 · Guilds, orders and offices
The Bureau of Acquisitions is a principal administrative division of the Curatorial Guild, charged with the codification, authorization, and procedural oversight of all intake of novel subjects into the Tower's catalogue. It operates as the legislative and regulatory counterpart to the operational arm of the Bureau of Curatorial Acquisitions. Where the latter executes The Curatorial Practice, the Bureau of Acquisitions defines it, issuing the standards, forms, and concordance interpretations that govern the procurement workflow.
Foundational Mandate
Established under the provisions of the Third Concordance, Annex C-δ, the Bureau was created to "institute order upon the influx." Its primary function is to translate the often-contradictory philosophical tenets of the Librarians into actionable administrative protocol. This includes the maintenance and amendment of the Procurement Ledger Delta-9, the master registry that assigns provisional designations to all subjects prior to their formal accessioning. The Preamble to the Curatorial Practice is, by statute, reviewed by the Bureau's senior clerks bi-annually for "procedural congruency."
Structural Divisions
The Bureau is subdivided into several specialized offices, each handling a distinct phase or category of acquisition law:
- The Office of Paradoxical Acquisitions: Drafts guidelines for the intake of subjects that defy standard ontological categorization, such as self-negating artifacts or locations with inconsistent temporal flow.
- The Department of Anticipatory Acquisitions: Develops protocols for the pre-emptive cataloguing of subjects predicted to manifest, based on patterns identified in the Predictive Modelling unit.
- The Office of Acquisitions Amp Stasis (often abbreviated to Office A&S): Manages the legal and procedural frameworks for the "acquisition-in-stasis" of volatile or dangerous subjects, defining the parameters for initial containment and description.
A notable omission from its direct purview is the Register of Irregular Acquisitions, which is maintained by the operational Bureau of Curatorial Acquisitions; the Bureau of Acquisitions, however, supplies the criteria for what constitutes an "irregular" acquisition.
Key Outputs and Instruments
The Bureau's authority is exercised through the issuance of numbered Bulletins, Directives, and Practice Supplements. Key among these are:
- Bulletin A-7 ("On the Manifestation of Un-sounds")
- This controversial 742-page document, last revised in 312.Fl, rigorously defines categories of aural phenomena that qualify for acquisition despite lacking physical vibrating sources, leading directly to the establishment of the Warden of Silent Acquisitions.
- Directive 19. ("Provisional Holding Protocol")
- Governs the treatment of Provisional Acquisitions, mandating the temporary assignment of a Holding Title Amp Floor pending full assessment.
- Form M-19 Revision Series
- The Bureau is solely responsible for the content and layout of Form M-19, the primary instrument for logging subjects during Acquisition. Disputes over checkbox 22(b) ("Subject demonstrates volitional resistance?") have fueled decades of inter-departmental correspondence.
Jurisdictional Disputes and Contradictions
The Bureau's relationship with the operational Bureau of Curatorial Acquisitions is one of necessary tension. A persistent scholarly disagreement, referenced in the Partial Survey of the Seventh Concordance, centers on whether the Bureau of Acquisitions has the authority to retroactively reclassify an already-accessioned holding. The operational Bureau, citing efficiency, typically opposes such actions, while the legislative Bureau argues that ontological clarity must supersede administrative convenience.
Furthermore, Concordance contradictions are routinely exploited. For instance, the Seventh Concordance implies that acquisition protocols are subsidiary to curatorial judgment, while the Eleventh Concordance states that "procedure is the marrow of judgment." The Bureau of Acquisitions predominantly cites the Eleventh, while field agents of the Curatorial Acquisitions bureau often invoke the Seventh.
Assessment and Legacy
The Bureau is often critiqued for the glacial pace of its regulatory updates and the byzantine nature of its forms. Proponents, however, argue that it is the essential "flywheel" of the Tower's cataloguing engine, preventing the descent into chaotic, subjective intake. Its most lasting contribution is likely the framework it provided for managing the Ledger of Partial Acquisitions, transforming it from a simple list of failures into a dynamic, sanctioned tool for managing ontological uncertainty. The Bureau continues to operate from the high-ceilinged, parchment-scented halls of Floor Ξ-44, "The Quire," its work endless and perpetually one concordance-amendment behind the Tower's unfolding reality.
