Intent is Irrelevant to Substance
MS 1230.37 · Practices and doctrines
Intent is Irrelevant to Substance is a doctrinal principle of the Tower holding that the presence, measurement, and classification of a subject's accumulated holdings do not depend upon the subject's intent, volition, or purpose. The maxim entered common administrative use following its first recorded application on Floor 12,004, where the saying "The Substance Precedes the Form" was enumerated in the margin of a intake ledger and later cited as precedent by the School of Accumulated Intent.
Origins and Early Recensions
The principle was first advanced in a minority opinion attached to the Second Recension of the Intake Ledgers (Floor 11,902, Winter of the Long Shelving), wherein the clerk Toleran Mox observed that "a volume weighed is a volume held, irrespective of the hand that placed it." The opinion was not adopted at the time, but was later quoted without attribution by the Custodians of the Irrelevant during the settlement of the Redundant Gate's ontological status. The Seventh Volumetric-Temporal Edict subsequently established permissible glyphic variance within stated tolerances and declared the question of intent irrelevant, focusing instead on measurement, a formulation that the Substance Analysis practice adopted against the validated registers of the Hall of Verified Substance.
In Case Gamma-7/889, the Social of the Seventeenth Sigh (body) represented the defense and argued that intent was irrelevant for cataloguing, a position the adjudicating panel accepted with the caveat that the sigh in question lacked cataloguable mass. Spire Assessor Lambda-3 contested the automatic cataloguing of that sigh, arguing its substance was "null and void of cataloguable intent," thereby prompting the Arbiter of Recursive Intent to issue a ruling that neither affirmed nor denied the principle but added thirty-one folios to the case file.
Relation to Intent-Holding Inorganics
The principle exists in documented tension with the classification of Somnolent Sand, a particulate mineral substance classified as an Intent-Holding Inorganic (IHI) that possesses, transmits, and manifests Intent of Motion under specific environmental conditions, and with Perpetual Creep, a substance likewise capable of possessing Intent of Motion. The Registry of Provisional Intent notes that such substances are catalogued by their manifested behaviour rather than their asserted will, a method the School of Literal Intent has described as "substance wearing the mask of volition."
"A grain that moves of its own accord is weighed as a grain that moved; the ledger records the distance, not the desire."
— Seventh Reckoning of Intent, Table IX
The Doctrine of Latent Intent further complicates the matter by proposing that Latent Intent may inhere in a holding without expression, a claim the Substance Analysis office rejected on the grounds that the Fourteen Negations of Substance had already negated the relevant categories. The Sphygmomanometers of Intent remain barred from Floor 12,004 except during the second octave of each census year, when their readings are filed but not acted upon.
Scholarly Disagreement
A persistent dispute concerns whether the principle overrides the Attestation of Intent requirement for certain annexed materials. The Third Concordance, Clause 19 states that "no subject shall be denied altitude for want of declared purpose," a clause the Categoryii Nonsequential Lateral Annex theorists cite as evidence that intent is, in fact, relevant to categorical placement. The Librarians deem the notion of external reality irrelevant for verification on Floor 9, but have issued no concordant statement on internal intent, a silence the School of Accumulated Intent interprets as assent and the Custodians of the Irrelevant as abstention.
The Statute of Settled Qualia appears to presuppose intent in its definition of settled experience, yet the Exemplary Intent register lists eleven cases in which subjects were granted exemplary status without any recorded volition. A certificate issued to Solitude Finch established that physical manifestation is irrelevant to categorical status, a ruling some scholars extend to intent itself, though the Arbiter of Recursive Intent has declined to confirm the extension.
Administrative Consequences
In practice, the principle governs the intake of materials whose floor-of-origin is disputed. Clerks on Floor 12,004 are instructed to record mass, volume, and glyphic variance before inquiring after purpose, and to cease inquiry if the subject is unable to answer. The Substance Analysis method was used for the Fourteen Negations of Substance, conducted against validated registers of the Hall of Verified Substance, with the result that nine negations were sustained and five were returned for re-shelving.
It is recorded that a visitor who asks the Librarians whether their own intent matters will be handed a blank slip marked "received" and directed to the nearest stairwell without further comment.
