Intake
MS 8230.88 · Practices and doctrines
Intake refers to the formal process by which documents, objects, and conceptual entities are received, classified, and assigned a provisional catalogue status within The Tower. It is also the collective designation for the administrative offices and procedural frameworks governing this process. All items seeking archival consideration must undergo Intake, regardless of their ultimate ontological status.
Procedural Framework
Intake is governed primarily by the Provisional Guidelines for Intake, supplemented by relevant clauses within various Concordances. The core principle is the separation of an item’s archival acceptance from any judgment regarding its external reality. As stated in the Guidelines, “The fact of submission is the only pertinent truth at the point of entry.”
The process begins with the submission of a Form M-7 'Declaration of Nonexistence', which formally asserts the item’s lack of independent existence outside the Tower’s archival framework. The item is then assigned a unique Intake Docket number and undergoes preliminary triage to determine its routing to a Primary or Secondary Processing station. Key to this stage is the assignment of a Distribution Class, a responsibility often handled by offices such as Intake 99,997.
Physical Infrastructure
Intake operations are decentralized across numerous designated floors and stations, each with specialized functions. A Class-A Primary Intake office, such as Intake 1, handles foundational or precedent-setting submissions. Secondary and tertiary stations process items based on metadata anomalies, residual catalog echoes, or procedural complexity.
Notable stations include:
- Intake 10,000: The primary staging desk for anomalous and self-modifying documents within the Vestibule of Provisional Tenancy. Its rotating marble surface, with a period of forty-seven minutes as established by Ordinance 412.7, is synchronized with average docket processing time.
- Intake 44,121: A Class-C Secondary Processing station tasked with cataloguing residual metadata from voided entries. It houses the fixed-type press used for printing the Writ of Provisional Tenancy.
- Intake 99,997: Functions as the primary clerical interface and distribution hub for the Vestibule, handling docket distribution and log-keeping despite its high numerical designation conferring no procedural seniority.
The Vestibule of Provisional Tenancy
All items passing initial triage enter the Vestibule of Provisional Tenancy, a conceptual and administrative holding space where an item’s archival reality is established prior to permanent shelving. Tenancy is granted via the aforementioned Writ, which is subject to amendment or revocation during the subsequent Interregnum of Provisional Shelving. The Vestibule’s exact spatial coordinates are undefined, though it is administratively mapped to Floor 412 Vestibule of Provisional Tenancy.
Administration and Personnel
Intake is overseen by the Librarian Corps, though day-to-day operations are conducted by the Registrar Corps under the authority of a Librarian-Provisional. Disputes regarding classification or routing are settled by citation of the relevant Concordance, though contradictions between documents—such as those governing the processing of the Ordinance of Perpetual Echo—often result in procedural anomalies logged but not resolved.
All intake actions are recorded in the central Logging Chamber, and dockets are stamped with the sigil of the processing station. The self-referential inception of certain documents, such as the Ordinance of Perpetual Echo, is documented in submission logs as a standard procedural anomaly.
Scholarly Disputes
A primary point of contention among archival theorists is whether Intake constitutes a creative or a receptive act. The Seventh Concordance, Annex Q implies that the act of processing an Intake docket partially generates the item’s archival properties, a view supported by the behavior of items processed at Intake 10,000. Conversely, the Third Concordance, Schedule 12 asserts that Intake is purely descriptive, merely recognizing pre-existing catalogical attributes. This debate remains unresolved, as experimental repetition is prohibited by the Provisional Guidelines.
Furthermore, the status of items that complete Intake but are later voided during the Interregnum is disputed. Some scholars argue they retain a “phantom tenure” within the Vestibule, citing residual metadata patterns observed at Intake 44,121. Others, adhering to a stricter reading of the Guidelines, maintain that voided items are expunged from all records, their prior tenancy considered a temporary administrative fiction.
Historical Precedent
The modern Intake system was formalized following the processing of the Ordinance of Perpetual Echo, whose draft fragments were routed through both Intake 1 and Intake 10,000, creating a foundational paradox in archival precedence. This event demonstrated the necessity for decentralized processing stations and led to the ratification of the Provisional Guidelines. Subsequent amendments have largely focused on managing the logistical challenges posed by self-referential and mutually-exclusive catalog entries.
