Ingress Tabulation
MS 3438.12 · Practices and doctrines
Ingress Tabulation is the process by which the phenomenological data from one or more Ingress Points is systematically recorded, organized, and cross-referenced against the Tower's established catalogues. It is the mandated follow-on procedure to Ingress Logging, required under the Manual of Ingress, Annex B, Clause 12.4. While Ingress Logging provides the raw observational record, Tabulation seeks to integrate new data into the Tower's existing ontological framework, determining its domain, permissible uses, and any requisite containment protocols.
The Tabulation process is overseen by the Bureau of Ingress Validation and must be initiated within seven working days of a successful Ingress Amp Isolation. Failure to initiate Tabulation renders the original Priority Ingress claim subject to review under the provisions of Form 7-Δ, Clause 8.
Procedural Stages
Tabulation proceeds through five distinct stages, each documented on a series of standardized forms. These stages are:
- Primary Correlation: Raw data from the Ingress Logging forms is compared against the Master Phenomenological Index (MPI). This identifies any precedents for the ingress point's output characteristics.
- Domain Assignment: Based on the correlation results, the ingress point is assigned to one of forty-seven recognized phenomenological domains (e.g., Oneiric, Kinetic-Latent, Haptic-Retrograde). Assignment determines which further cataloguing floors and specialist Librarians will be involved.
- Cross-Reference Verification: A team verifies that the assigned domain does not create ontological conflicts with existing, adjacent entries. This often involves consultation of the Manual of Anomalous Ingress for linguistic or conceptual anomalies.
- Utility Assessment: A preliminary report is generated on the potential utility, risk, and archival value of the ingress point's output, citing relevant Safety Ordinances and Acquisition and Deaccessioning guidelines.
- Final Codification & Filing: A unique Tower Identification Code (TIC) is generated, and the complete Tabulation dossier is filed in perpetuity, linked back to the original Priority Ingress claim.
The Tabulation Dispute of Floor 4,712
The most cited precedent in Tabulation law stems from the dispute on Floor 4,712 ("The Vault of Unspoken Agreements"). An ingress point, logged as producing "structured silence in the shape of a promise," was tabulated under the domain of Sonic-Absence. A rival claimant argued this was a misassignment, positing that the phenomenon belonged to the domain of Ethical-Construct, citing the now-superseded Third Concordance, Article 14. The Bureau of Ingress Validation ultimately ruled in favor of the Sonic-Absence designation, but the case established the principle of "Phenomenological Primacy of Form Over Alleged Content," which is now a cornerstone of Tabulation procedure (Manual of Ingress, Annex B, Clause 12.4.δ).
Apparatus and Tools
Tabulation requires specialized equipment. The core apparatus is the Correlative Resonator, which physically compares the material samples or energy signatures collected during Ingress Amp Isolation against reference specimens held in the Tower's central vaults. For tabulating ingress points exhibiting unstable or hazardous properties, the process is conducted within a Quarantine Amp Buffering chamber. All data is recorded on acid-free Tabulation Ledgers, with one copy deposited in the floor's local archive and two master copies sent for deep storage via the Celia pneumatic dispatch system.
Scholarly Disagreements and Amendments
The scope and authority of Ingress Tabulation are perennially debated. Proponents of the Absorptive Theory argue that Tabulation is inherently reductive, forcing infinite phenomenological variation into a finite set of domains and thereby distorting the ingested subject. They advocate for a supplementary "Anomalous Tabulation" track, a proposal repeatedly struck down by the Librarians' Steering Committee.
Conversely, traditionalists cite the Fifth Concordance, which states "That which is not tabulated cannot be said to have entered," arguing that Tabulation is the very act of making an ingress real within the Tower. This school of thought holds that any change to Tabulation procedure risks destabilizing the ontological cohesion of entire archive wings. These debates are reflected in the frequent, often contradictory amendments to Annex B of the Manual of Ingress.
Relation to Deaccessioning and Quarantine
Tabulation does not guarantee an ingress point's permanence within the archive. A negative Utility Assessment or an unresolved ontological conflict during Cross-Reference Verification can trigger a Quarantined Aperture designation. Furthermore, the findings of the Tabulation dossier are primary evidence in any subsequent Material Retention Amp Disposition hearing. In essence, Tabulation creates the official record against which all future interactions with the ingress point—including its potential removal via Acquisition and Deaccessioning—will be judged.
