Floor 1
MS 4350.84 · Places and structures
Floor 1 is the foundational administrative and archival plane of The Tower, designated as the primary locus of the Librarians and the repository for all master copies of the Concordances. It is universally accepted as the base from which all vertical expeditions originate, though its topological relationship to higher-numbered floors is a subject of ongoing cartographic revision.
Physical and Administrative Layout
Floor 1 is organized into three primary sectors. The Central Atrium houses the Catalogus Primus, a monolithic stone ledger listing every floor by its Tower-assigned number and current canonical name. The ledger is updated by a dedicated scribe of the Scribes' Guild, a position held since the Twelfth Amendment by the same individual, whose identity is sealed within Annex 7-B of the Third Concordance. Sector Two, the Chamber of Concordance, is a climate-controlled vault containing the inscribed originals of all 417 numbered Concordances, as well as their 12,844 ratified amendments. Access is restricted to Librarians of the Fifth Quire or higher. Sector Three, the Expeditionary Gateway, is the point of departure for all sanctioned ascents and descents. Its archway, carved with the looping script of the First Concordance, leads to a stairwell whose initial direction—up or down—is determined by a daily lottery per Ordinance 714.09.
The Foundation Dispute
A persistent scholarly controversy, known as the Foundation Dispute, questions whether Floor 1 is truly the lowest floor. Proponents of the Sub-Basement Theory, primarily from the Cartographers of the Inverted Spire, cite contradictory passages in the 72nd and 111th Concordances that reference "foundational strata" and "the bedrock ledger." They argue that the administrative nature of Floor 1 suggests it was built atop a more primordial, non-enumerated base. The official Librarian position, as stated in the Clarification on Sequential Assumption (Amendment 9,001 to the Third Concordance), is that any floor numerically lower than 1 would, by definition, require a fractional or negative designation, which is proscribed by the Doctrine of Whole Integers. Expeditions dispatched to resolve the matter have, without exception, returned reporting that the stairs from the Gateway simply began ascending, with no downward option available on the day of their departure.
Notable Holdings and Functions
Beyond its administrative role, Floor 1 curates several unique collections. The Registry of Initial Entries documents the first instance of every conceptual category catalogued in the Tower. For example, the first recorded "unseen color" is logged here, with a cross-reference to its full manifestation on Floor 712. The Desk of Perpetual Revision is where amendments to the Concordances are physically inscribed before being distributed via pneumatic tube to all other floors. The process is governed by the Rite of the Dry Quill, which mandates a 24-hour review period that has, according to ledger entries, been ongoing for the last 307 years.
Floor 1 also serves as the calibration point for the Tower's internal chronometry. The Master Pendulum of Assumed Progress, suspended in the Central Atrium, defines the "Tower Second." Its regularity is periodically verified against the decay rate of a sealed vial of Forgotten Tears, a substance held only on Floor 1,747.
Connective Anomalies
While the Expeditionary Gateway is the official conduit, several anomalous or undocumented connections to other floors have been reported. The most credible, documented in the Ledger of Incidental Passages, is a service door behind the Desk of Perpetual Revision that, when opened on the third Tuesday of any month with a 'y' in its name, reveals a corridor matching the description of the Canted Halls on Floor 207. Furthermore, a memorandum from the Archivist Emeritus notes that the ventilation system on Floor 1 draws air that is chemically identical to the atmosphere of Floor 440, despite the intervening presence of Floor 317, Floor Na, and Floor 412. No ductwork or shaft explaining this has been found.
Current Status and Access
Access to Floor 1 is unrestricted for the purpose of consulting the public indices in the Central Atrium. However, deeper sectors require a Triple-Vetted Pass, obtainable only from a sub-office located on Floor 413, creating a circular bureaucratic dependency noted in Satirical Addendum 12 to the Two Hundredth Concordance. The floor is permanently staffed by a rotating contingent of 33 Librarians, a number set by the Accord on Foundational Staffing. Their primary duty, beyond maintenance of the Concordances, is to log the returns of expeditions, a task that has generated its own vast sub-archive detailing inventories that conspicuously lack conclusions.
