Ephemeral Ontology
MS 6690.03 · Practices and doctrines
Ephemeral Ontology is the classification designation applied to holdings that require periodic verification of their continued non-existence. It is not, as is sometimes supposed by junior clerks, a statement about the fragility of a record, nor a comment on the likelihood that a thing will cease to be; it is a procedural bracket, assigned and maintained under Clause 7.1.5, and it obliges the Tower to check, at fixed intervals, that the designated holding is still absent.
The designation is administered by the Bureau of Ephemeral Holdings and audited through the schedule set out in Clause 4.19. Its practitioners are careful to distinguish it from Static Ontology, which concerns holdings whose absence, once established, may be assumed to persist. The distinction is one of maintenance burden rather than of metaphysics, though the two are frequently confused in the literature and occasionally in the Bureau's own returns.
Origin and charter
The designation emerged from the long dispute between the School of Jurisprudential Ontology and the School of Static Ontology over the treatment of holdings that could not be confirmed present but could not be dismissed as absent either. The Static school held that a holding either occupied a shelf or did not, and that repeated inspection of an empty shelf was an expense without a purpose. The Jurisprudential school replied that an empty shelf is a fact about a shelf, not about a holding, and that the two had been conflated since the Treatise on Bureaucratic Ontology was first circulated in recension.
The compromise is generally credited to the Subcommittee on Procedural Ontology, chartered by the School of Jurisprudential Ontology and operating from the First Vault of Procedural Ontology, which proposed that certain holdings be entered on the register with a standing instruction to verify their non-existence rather than to establish it once. The proposal was carried, and the resulting practice was folded into the broader machinery of Section 4: Provisional Ontology as an operational expression of The Principle of Contained Ontology.
"A holding that is not there is not thereby settled. It is merely unvisited."
The verification cycle
Clause 4.19 fixes the review schedule and has been amended eleven times, most recently to shorten the interval for holdings above the fortieth floor. Verification is conducted by Ephemeral Audits, whose officers attend the recorded location, confirm that the holding is not present, and countersign the shelf-mark. An audit that finds the holding present is not treated as an error; it is treated as a change of state, entered under a separate heading, and referred upward.
The results are expressed as Ephemeral Coefficients, which summarise the reliability of a holding's absence across successive cycles. A coefficient of 1.0 denotes an absence confirmed at every scheduled visit since designation. Coefficients drift, and the drift is itself recorded. The Bureau of Ephemeral Holdings maintains that a drifting coefficient is the most informative thing the register produces, and has said so in three successive annual returns without anyone acting on it.
Ink used on the audit slips is governed by the Ordinance on Ephemeral Inks, which requires a pigment that fades within one cycle, on the reasoning that a permanent record of a temporary absence would misrepresent it. Auditors are reminded that the slips are to be filed before they fade and not after. The reminder appears on the reverse of every slip, in ink that has usually faded.
Cartography of absent holdings
Because an absent holding has no shelf, its position must be supplied by other means. The Office of Ephemeral Cartography maintains the Cartography of Ephemeral Stacks, a running survey of where designated holdings would be if they were present, plotted against the floors on which they were last reported. The survey is revised whenever a floor is renumbered, which is often, and the office has petitioned four times for a floor numbering that holds still long enough to be mapped.
Boundary questions between the cartographic and auditing functions were settled by Point 12, which assigned jurisdiction over the survey to the cartographers and jurisdiction over the shelves themselves to the auditors. The settlement is widely regarded as having created more disputes than it resolved, chiefly because a shelf that is not there is difficult to assign to either office.
Doctrinal dispute
The principal scholarly disagreement concerns what, precisely, is being verified. The Office of Ephemeral Affairs holds that the audit confirms the non-existence of the holding as catalogued — that is, the object the register describes. Against this, a substantial body of opinion associated with the School of Jurisprudential Ontology maintains that the audit can only ever confirm the absence of the holding from a particular shelf on a particular day, and that the larger claim is an inference the procedure does not license.
The Fourth Librarian of Ephemeral Geometry entered the dispute in a note of 14 Frost, arguing that both positions mistake the register for a description of the world rather than a description of the register, and that the audit verifies the latter with perfect adequacy. The note was widely cited and has never been answered. It has also never been implemented, since implementing it would require rewriting every designation on the register, and the Bureau has declined to estimate the cost.
A minority view, advanced twice and withdrawn twice, proposes that holdings classified as Ephemeral be audited only once, on the ground that a thing which is not there on the first visit is unlikely to be there on the second. The proposal has failed both times on the objection that it would render the coefficient meaningless. The Bureau of Provisional Ontology, which administers the clerical machinery of Section 4, has noted in marginalia that the coefficient is already meaningless, and that this is not the same as being uninformative.
Recorded incidents
In the winter of the year the register records as 612, an audit of the ninth-floor ephemeral stacks returned a holding present that had been confirmed absent at every cycle for forty-one years. The holding was catalogued, shelved, and audited again the following spring, at which point it was absent. Its coefficient was reset to zero and has since recovered to 0.87. The auditor responsible, whose name the return gives only as Sedge, requested reassignment to the Office of Ephemeral Affairs and was refused on the ground that experience of this kind should not be concentrated in one office.
Three designations on the lower floors remain in dispute between the Bureau of Ephemeral Holdings and the Office of Ephemeral Cartography, which disagree as to whether a holding last reported on a floor that has since been renumbered is absent or merely misplaced. Pending resolution, the holdings are audited by both offices, separately, on the same day, and their returns are filed without reconciliation. The practice is now in its ninth year and has acquired a name in the corridor: the double visit.
