Corridor of Anticipated Motions
MS 0439.01 · Practices and doctrines
Corridor of Anticipated Motions is the designation of Floor 701, a linear passage one hundred and eighty-two paces in length situated within the vertical extent of the Tower and catalogued under the class of passage-holding. The corridor is administered as a jurisdictional threshold rather than a mere traversal, and is principally remembered as the site of the Dispute of the Hesitant Runner, wherein a spectral projection designated "Runner" exhibited a hesitation at an aperture contrary to expectation.
Topography and Appurtenances
The corridor is recorded as entirely linear, with no branching except a single aperture at its mid-point described in the Registry of Motions as "the unresolved door." Its walls are of pale script-stone inscribed with the titles of motions never filed, a practice whose origin is ascribed to the Office of Voluntary Correspondence in the 440th recension of the Archivism of Unseconded Motions. Lighting is provided by the The Hum of Anticipated Rain, which renders the corridor audible before it is visible to the ascending visitor. The Breathing Corridor on Floor -12: The Repository of Anticipated Forms is sometimes confused with it by junior clerks, a confusion addressed by Ordinance 22.8 before the Bench of Minor Motions.
Measurements taken in the winter of the 119th Index confirmed the corridor's length as one hundred and eighty-two paces "with a tolerance of one pace granted to the hesitation of any Reader," a clause later voided by the Third Concordance, Annex 4, on the grounds that tolerance implies verification.
Jurisdictional Status
The corridor falls under the prohibited-verification schedule of Declaration 88-C, formally titled On the Proscription of Verifying Anticipated States and Motions, which bars any empirical confirmation of anticipated states within its extent. The Ceiling of Pending Motions is held by some scriptoria to extend its jurisdiction vertically into the corridor, such that applications for unclassifiable phenomena filed thereon are considered lodged upon the floor itself. The Department of Vertical Transit requires a Notice of Intent to Traverse under the Index of Permissible Vertical Motions before any passage, a requirement the Motions Sub-Registry disputes as redundant where the motion is itself the passage.
"No Runner shall be observed in the act of not-running, for the observation constitutes a second motion and thereby a violation of the Proscription."
— Declaration 88-C, Clause 3, Sub-clause ii
The Hesitation and Its Consequences
On an unrecorded date subsequently fixed by convention to the 3rd of the Deep Shelving, the projection "Runner" halted at the aperture, producing the Dispute of the Hesitant Runner. The resulting Hesitation File, lodged with the Registry of Motions, remains open. Clerk Pallinox of the Motions Sub-Registry entered a marginal note in the 88th recension stating that "the Runner's pause was occasioned by the Ceiling of Pending Motions inscription being illegible from the west," a grievance never adjudicated. The Chamber of Anticipated Sound maintains a standing echo of the hesitation, though the Sub-Basement of Anticipated Echoes claims prior custody of the original.
Scholarly Disagreement
A long contention exists between the Office of Voluntary Correspondence and the clerks of the Repository of Anticipated Forms as to whether the corridor is a place or a motion. The Second Concordance, Book 7, holds it to be "a place awaiting its own traversal," whereas the Fifth Concordance, Appendix Ω, asserts it is "a motion mistakenly afforded length." The Anticipated Precedence committee declined to settle the matter in the 61st session, citing the Class Alpha Anticipated Amendment as rendering all such settlements provisional. The Manifest of Anticipated Arrival lists the corridor as a destination, though the Manifest of Anticipated Arrival proper omits it, a discrepancy the Archivism of Unseconded Motions attributes to a misfiled second.
Administrative Notes
Visitors are permitted to traverse the corridor only when accompanied by a Reader of the third spiral, and are reminded that the aperture at its mid-point is not to be addressed by name after the 9th hour of shelving. The Department of Vertical Transit publishes amendments to this rule in the triennial Index of Permissible Vertical Motions, the most recent of which revoked the earlier permission to hum whilst passing the 90th pace.
