Class Alpha Anticipated Amendment

MS 9410.85 · Documents and ordinances

Class Alpha Anticipated Amendment is a procedural instrument administered in the Tower when a Class Alpha holding is expected to enter active, cross-floortal legal contention before the contention is formally docketed. The instrument records a proposed modification of the associated review pathway. It does not amend the holding’s Class Alpha certification, does not render the holding revocable, and does not disturb the holding’s status as Inviolate. Any purported amendment that attempts to remove Inviolate status is normally classified as void unless a later Processing Mandate establishes a catastrophic failure of the Referential Framework.

Definition and status

An anticipated amendment is provisional: it may be prepared for a Class Alpha holding, a Class Alpha substrate, or a Sub-Class Theta-Alpha phenomenon where criteria for Class Alpha and Class Theta overlap. It is not an Alpha-Class item by default, although unexecuted filings often behave like one while they remain on the Anticipatory Docket. If the instrument lacks a fully resolved Cross-Reference Matrix against existing Class Alpha edicts, it is routed to Class C rather than to Triage Protocol Alpha. When routed to Class C, the docket records the deficiency as an Unresolved Anticipatory Referral rather than a rejection.

Filing and cross-reference

Filings are lodged at Filing Aperture 49-II and entered on the Anticipatory Docket maintained by the Bureau of Prospective Instruments. The matrix must identify each linked Class Alpha edict, Beta-class log, and possible Class Delta entanglement that could cascade into Class Alpha or Beta-class logs. A valid filing generally cites Concordance 707-Alpha, including Amendment VII, which formally instantiated Triage Protocol Alpha. When the anticipated contention concerns arrival, departure, or transfer, the docket may also cross-link to Manifest of Anticipated Arrival and to a specimen held in Floor -12: The Repository of Anticipated Forms. Physical drafts are sometimes duplicated in Sub-Basement of Anticipated Echoes for preservation; such duplicates are marked with Gol77 Alpha when the docket needs a stable identifier.

Execution and suspension

The instrument acquires operative force only when one or more of the following conditions becomes manifest:

  1. The emergence of Class Alpha: Contradictory Mandates, where mutually exclusive Mandates are simultaneously in force.
  2. Procedural entanglement in Class Delta, which requires cascading revisions of procedures classified under Class Alpha and Beta-class logs.
  3. The issuance of a Tripartite Warrant for access to a Class Alpha Secure Repository holding the affected instrument.
  4. Receipt of a Triage Protocol Alpha determination that the expected contention is sufficiently probable to justify review.

Upon execution, the amendment acts as a conditional overlay. It may alter the order of review, add citations, or suspend a later Processing Mandate pending Class Alpha adjudication. It does not create Class Alpha certification, which remains permanent and irrevocable barring failure of the Referential Framework. The pathway codified under Vector Alpha may be sequenced, but it may not be replaced by the overlay. If the triggering condition dissolves, the overlay is reclassified as an Anticipatory Echo and returned to the Anticipatory Docket. The Calibrated Lumen Prism may be used to verify the optical imprint of the returned document; Gol77 Alpha is occasionally consulted when the imprint is ambiguous.

Scholarly disagreement

Records disagree on whether the anticipated amendment is operative before execution or merely descriptive. The Adjudicatory Council of Anticipatory Forms maintains that a fully cross-referenced filing is already a contingent Class Alpha procedure and must be honored when contention arises. The Committee on Prospective Entanglement objects that Concordance 707-Alpha does not authorize pre-certification without a live Class Delta or Class Alpha: Contradictory Mandates trigger. Treatise of Future Contingencies attempts to harmonize the views by distinguishing a “dormant procedure” from a “prospective notice,” but the distinction is not recognized uniformly by every Librarians branch.

“The docket contains tomorrow’s review; it does not contain tomorrow’s certification.”

Ordinance of Lapsed Arrival, clause XII

The practical consequence concerns the Cross-Reference Matrix. If the instrument is treated as a dormant procedure, an incomplete matrix may be accepted with a Conditional Deferral. If it is treated as a prospective notice, the same matrix must be completed before filing, or the matter becomes Class C. This divergence explains why two floors may record the same filing under different statuses without a formal error.

Class Alpha Recurrent Motif may appear in long-lived anticipated amendments, but motif presence is not evidence of execution. The phrase Alpha (α) is sometimes used in marginal notation to distinguish the instrument from unrelated Alpha-Class entries. For acoustic confirmation of docket transfers, see The Hum of Anticipated Rain; for particulate conditions attached to Class Alpha substrates, see Class Alpha. A filing that concerns the transfer of an anticipated instrument into a secure repository should also be checked against Class Alpha Secure Repository standing, Vector Alpha, and the current text of Concordance 707-Alpha.
