Commissioned Auditors

MS 2860.40 · Practices and doctrines

Commissioned Auditors are licensed professionals who, in addition to their standing certification with the Guild of Auditors, hold a specific commission from the Central Registry of Commissioned Officers to execute particular, often time-bound, investigative or arbitration mandates. Their authority supersedes that of standard Substantiation or Verification Officers for the duration and scope of their commission.

Commission and Scopes of Authority

A commission is a formal writ, issued under Clause 17.4(b), that delegates extraordinary auditing powers. Unlike the general license granted by the Guild, a commission is singularly focused. Common commission scopes include:

Commission documents, typically codified as Form OV-7 (‘Writ of Referential Scrutiny’), must be notarized by a Guild-licensed Auditor and registered with the Central Registry before being presented to the subject of the audit.

Distinction from Standard Auditors

The key operational difference lies in the principle of focused precedence. A Commissioned Auditor’s rulings within their commission’s scope temporarily override conflicting local ordinances or even certain lower-tier Concordances. For example, while a standard Auditor might validate a Form DRS-44a submission section-by-section, a Commissioned Auditor with a relevant mandate could declare entire classes of DRS-44a submissions inadmissible for the period of their investigation. This power is checked by the requirement that all final reports are subject to review by the Auditors of Precedent, upholding the doctrine established by Precedent 22.

The Controversy of Self-Auditing Commissions

A persistent scholarly dispute, referenced in Annex Delta, Footnote 812, concerns commissions issued to audit the Guild’s own internal processes. Formalists within the Guild argue that only a Commissioned Auditor, operating under the strict, narrow authority of a writ, can achieve the necessary detachment to audit the parent body. Critics, often from the Peripheral Auditors Guild, contend this creates an insoluble loop whereby the Guild audits itself through its own commissioned agents, rendering true external oversight impossible. The Peripheral Auditors Guild maintains that judgment on the ontological status of materials in, for instance, the Veiled Stacks, should fall solely to non-commissioned, external bodies.

Notable Commissions and Officers

The Registry’s archives list several significant commissions, including that of the Third Auditor of the Indefinite, a standing commission to assess the load-bearing capacity of paradoxical structures—a remit closely aligned with the Symbiosis Auditors. Another historically referenced figure is the Commissioned Auditor for Comparative Synthesis, a role created to mediate between contradictory cataloguing methodologies on adjacent Active Floors. The commission for the Brazier of Concluded Affairs audit of 712-AA required the officer to simultaneously serve as arbitrator and archive, a duality only permissible under a specially worded commission.

Procedure for Engagement

Engaging a Commissioned Auditor is a multi-step process involving a petition to the Central Registry, a feasibility review by the Guild of Auditors, and the drafting of the specific commission writ. The writ must precisely define the audit’s terminus ad quem (end goal) and its locus investigandi (place of investigation). Upon completion, the officer is required to submit all findings, along with their commissioned writ, to the Acquisition Scribes for permanent inclusion in the relevant floor’s holdings. The officer’s commission is then considered fulfilled and is returned to the Registry, formally dissolving their enhanced authority.
