Chen Discrepancy of 1908
MS 0155.27 · Events and incidents
The Chen Discrepancy of 1908 is the collective designation for the series of unresolved contradictions in the archival record surrounding the tenure of Junior Archivist Elara Chen and the behaviour of the courthouse annex on Floor 8812 during the winter of that year. It originated with a single Discrepancy Form 37-A and concluded, if it may be said to have concluded, in the amendment of Clause 7 of the Third Concordance and the rise of the administrative school known as Operationalism. It is the most significant event associated with the Courtyard of Errant Premises, and the discrepancy proper — as distinct from the incident, the form, and the folio — remains the standard worked example in the training of every Discrepancy Officer.
Origin: Form 37-A and the Iso 8812 entries
On 14 Frostmonth 1908, Chen filed Discrepancy Form 37-A against the catalogue of Iso 8812, citing two entries that could not both be true. The first recorded her as having catalogued the iso on a date on which, by her own spool-readings, she had been confined to the infirmary on Floor 4402 with an injured wrist. The second recorded the iso itself as having been catalogued twice, in two separate rooms, on the same afternoon.
The form was accepted without comment, which was itself unusual. Forms filed against the records of living archivists were ordinarily returned within a fortnight; Chen's was held open for eleven months. Librarian-Provisional Elara Chen — the designation she carried for the remainder of the inquiry — later described the holding period as "the only period of my service in which my work was neither disputed nor permitted" (Report to the ODM, Appendix 3).
The contradiction between logs and spool-readings
The Chen Discrepancy arose from the apparent contradiction between Elara's logs and spool-readings. Chen's logs, written in her own hand, showed her present in the annex each day of the relevant quarter. The spool-readings, which record the position of an archivist's seal rather than the archivist, showed her seal in the annex and Chen herself on three floors at once. The Tower's position at the time was that both records were correct and that the discrepancy lay in the reader, not the reading — a position the inquiry found untenable but could not replace.
The inquiry's interim finding, circulated as Protocol Fragment 2, established that the contradiction was not an error of transcription. Nothing in the spool apparatus had malfunctioned. The records disagreed because the events they described had disagreed, and the archive had faithfully recorded both.
Recursive intensification
The feature of the event that most exercised the inquiry was its failure to attenuate. Loops of contradiction in the archive ordinarily diminish with each pass through the record — a small error is noted, cited, and absorbed. The Chen loops enlarged. By the ninth pass, the file on Iso 8812 contained a summary of the file, a summary of that summary, and a summary of the summary which did not mention the iso at all. The Chen Discrepancy is accordingly defined in the Omega Register as a phenomenon in which recursive loops increase in intensity and complexity rather than attenuate.
Readers' hours were suspended on Floor 8812 for the duration. Staff were instructed to descend by the west stair only, and to leave the east stairwell unlit.
Resolution and amendment
The inquiry closed on 3 Seedfall 1909 with the amendment of Clause 7 regarding Quarantined Catalysts, and with an update to standard containment procedures for Quarantined Catalysts following it. The Chen Amendment established that a catalyst implicated in a recursive loop is quarantined not by removal but by citation: it is named in every subsequent document that depends upon it, in perpetuity, so that no later reader may mistake the record for a settled one. The Terminal Acquisition of the Chen Folio completed the process the following spring, removing the folio from circulation and shelving its copies under separate seals.
The Chen Protocol, drafted from the inquiry's papers, outlines the methodology for resolving recursive archival anomalies. The Chen Protocol Summary circulates with it, and its Manifestation Profile section continues to reference the initial findings of the 1908 inquiry as a template. All findings are held in the ODM.

Scholarly disagreement
Two readings of the event persist. The first, dominant since the rise of Operationalism, holds that the Chen Discrepancy was an administrative crisis that happened to concern an archivist, and that the archivist's role has been over-weighted by sentimental record-keepers. The second holds that it began with a person, and that the person was never reconciled — that Chen's logs and the spool-readings still disagree, in the sealed file, and that the Terminus Acquisition simply moved the disagreement out of sight.
The Contest of Contradiction has adjudicated the question twice, in 1911 and 1927, reaching opposite conclusions on identical papers. The Case of the Echoing Folio is frequently cited in support of the second reading; Elara Vance disputes its relevance. The Kappa-Aperture Discrepancy is not connected to the event and is sometimes confused with it on the grounds of the initial.
Chen's own position is recorded once, in the margin of the returned form: "The record is not wrong. It has only been written twice."
