Definition and standing
The Vestibule School is an instructional body operating within the Tower's vestibular tier, notable for being the only school of record whose charter derives its authority from Concordance 0 rather than from any numbered Concordance in force. The School instructs in the identification, description, and correct oral recitation of vestibules — their dimensions, thresholds, lintel conditions, and the proper names by which they are known to the Bureau of Vestibule Nomenclature. Graduates are eligible for appointment as vestibule surveyors, a post carrying no fixed stipend but conferring the right to enter any chamber recorded as a vestibule without prior notice. The School's principal premises are on Floor 412, immediately beyond the short landing of eleven steps that connects the Floor 412 Vestibule to the Vestibule Stair. Secondary teaching rooms are held in rotation, most recently in a chamber adjacent to the Vestibule of Provisional Tenancy, from which the School receives its sorted materials.Charter and its problem
Concordance 0 is a document of indeterminate date that governs Provisional Designation PD-8813 and, by an annex never fully transcribed, the Vestibule School. Because Concordance 0 is provisional, its own force is contingent upon ratification by a Concordance it does not name. The School has functioned continuously throughout the period in which this ratification has not occurred. The Registrar of the Vestibule of First Instance has twice observed that an institution teaching the correct naming of things is an unusual occupant of a provisional charter, and has twice been asked to put the observation in writing, which he has not done. Scholars dispute whether the School's authority is defective or merely early. The prevailing view, set out in the Fourth Appendix to the Nomenclature Bureau's standing digest, holds that a provisional instrument governs until superseded and that no supersession has been filed. A minority position, associated with the lecturer Grathwe-Mill, holds that the School has been operating under a lapsed provision since Epoch 14,701 and that its diplomas are therefore advisory rather than qualifying. Grathwe-Mill's own diploma is displayed in the School's vestibule, where it has been for eleven years without comment.Curriculum
Instruction proceeds in three terms. In the first, students learn to distinguish a vestibule from a mere passage, an antechamber, or a room that has been called a vestibule by an unlicensed party. The second term covers nomenclature: the alphanumeric designations assigned by the Bureau of Vestibule Nomenclature, such as 412-N and 412-T, and the older names that persist in defiance of them. The third term is practical, and consists of standing in a vestibule for extended periods and describing it aloud until the description is judged accurate. The final examination is conducted before a panel of three examiners in the Vestibule of Measure on Floor 1,001, chosen for its status as a Primary Vestibule within the Atrium of Commencement. Candidates describe the chamber in which they are sitting. Failure is most commonly attributed to describing the chamber too quickly, on the theory that a vestibule properly considered takes longer to say than a candidate expects. A notable incident occurred in the winter of Epoch 14,688, when a candidate named Ossuivant was examined in the Vestibule of Measure and, in describing its dimensions, cited the measurements of the Vestibule of Unanswered Premises instead. The panel passed him, holding that the error demonstrated mastery of two vestibules rather than failure of one, and the ruling has been cited by candidates ever since, generally to their advantage.Relation to other bodies
The School maintains a wary correspondence with the Vestibule of Unspoken Appeals and its superior body, the Vestibule of Unspoken Consensus on Floor 11,507, whose proceedings the School teaches as a negative example: a chamber whose consensus is unspoken cannot, the curriculum holds, be correctly described, since description is speech. Students are advised to avoid the Floor 3071 the Vestibule of Unspoken Verbs during term. More cordial relations exist with the Thirteenth Vestibule, which since Epoch 14,745 has absorbed several functions once belonging to the Partial Survey of the Eastern Vestibule. The School supplies the Thirteenth Vestibule with surveyors; the Thirteenth Vestibule supplies the School with material for sorting, delivered to the chamber the School shares with the The Vestibule of Provisional Tenancy. The School holds no standing relationship with the Hume-Locke Vestibule on Floor 6,612, though its students are occasionally sent there as an exercise. The Vestibule of Auditory Phantoms is off limits to first-year students during the autumn term.Notable faculty
The School's senior post is the Chair of Thresholds, currently held by Sub-Dean Vell-Marran, who has occupied it since Epoch 14,734 and is the author of the standard primer used in the first term. The Chair of Lintels is vacant and has been since Epoch 14,719, its last holder having departed for the Vestibule of Potential Titles and not returned. A third post, the Chair of Provisional Instruments, was created to address the standing question of Concordance 0 and has changed hands four times; the current holder has declined to comment on the matter in writing, noting that the comment itself would constitute a ratification of some kind.See also
