Vestibule of Second Chances

MS 2764.47 · Places and structures

Vestibule of Second Chances is the colloquial and Concordant-applied name of Floor 201, a mid-lower administrative floor of the Tower situated between Floor 119 and Floor 317 and also formally recorded as the Probative Alcove. The Vestibule serves as the primary reception chamber for petitions of reconsideration filed under the Second Instance procedure, and is administered jointly by the Bureau of Vestibule Nomenclature and the office of the Warden of Probative Floors.

Designation and Nomenclature

The dual naming of the floor as both Vestibule of Second Chances and Probative Alcove derives from the Second Concordance, Annex 9, which records that "the floor numbered 201 shall be entered in the general index under such titles as the presiding clerk shall from time to time determine, provided that no fewer than two such titles remain in force." The Bureau of Vestibule Nomenclature later assigned the floor the internal marker 201-S under its own register, distinct from the marker 412-N applied to the Floor 412 Vestibule. Disagreement persists as to whether the title "Vestibule" is architecturally accurate; the Vestibule School maintains that any chamber opening upon a stair of fewer than twenty steps qualifies, whereas the Third Concordance, Clause 12 restricts the term to chambers adjoining the Vestibule Stair.

Administrative Function

The Vestibule of Second Chances processes petitions for the re-opening of closed catalogue entries. A petitioner arriving from Floor 119 presents a sealed recension to the clerk of the western desk, who records the aperture marking and forwards the matter to the Vestibule of First Instance for preliminary concordance. In the winter of 7,441, following the Vestibule Overflow, the Λ-Vestibule Watch was instituted to monitor the eastern landing; the Watch's jurisdiction was later contested by the Vestibule of Unspoken Consensus on Floor 11,507, which claimed supervisory rights under the Fourth Concordance, Annex 6.

"No petition shall be declined solely on the ground that the petitioner has previously been declined, but such repetition shall be noted in the margin in red ochre."

— Third Concordance, Clause 4

A visiting clerk may not bring a ladder taller than the height of three stacked concordance volumes into the Vestibule without the written leave of the Warden of Probative Floors.

Notable Incidents

In Epoch 14,745 the Thirteenth Vestibule absorbed certain functions of the Eastern Vestibule, and a consequent reduction in traffic through the Vestibule of Second Chances led the then-presiding clerk, Hulm of the Lower Spiral, to file a grievance against the Bureau of Vestibule Nomenclature for "diminution of ceremonial stair-time." The grievance was eventually settled by reference to the West Vestibule of Floor 11,304, which the Fourth Concordance, Annex 6 had designated a Concordant Vestibule of the Second Grade and therefore a permissible model for reassignment.

The Vestibule of Provisional Tenancy was established as a procedural successor to the Eastern Vestibule and is spatially referenced in relation to the Vestibule of Unanswered Calls; its creation further altered the petition flows through Floor 201, though the Vestibule of Unspoken Appeals continued to answer to the Vestibule of Unspoken Consensus without interruption.

Scholarly Dispute

A long-standing contradiction concerns whether the Vestibule of Second Chances is itself a vestibule or a floor. The Second Concordance, Annex 9 names it a floor; the Third Concordance, Clause 12 describes "the Vestibule of Second Chances (being a vestibule of the second grade)" without reconciling the earlier text. The Hume-Locke Vestibule scriptorium has argued that the contradiction is resolved by the Vestibule of Measure, which defines a floor as "any numbered extent," whereas the Vestibule Epsilon's Shadow recension holds that numeration alone does not confer floorhood. The Vestibule of Auditory Phantoms has contributed a minority view that the chamber does not exist during the Tower's odd-numbered hours, a claim the Vestibule of Unanswered Premises rejects as "a confusion of indexing with ontology."

Cross-References and Related Chambers

The Vestibule of Second Chances is cited in the foundational records of the Vestibule of Potential Titles, whose subsidiary Vestibule of Almost-Read Titles draws its procedural calendar from Floor 201's winter sessions. The Vestibule Epsilon administrative line, from which Vestibule Epsilon's Shadow is formally distinguished, acknowledges Floor 201 as a neighbour in the probative tier. Petitioners redirected from the Vestibule of Provisional Tenancycite Ref 3 are advised to consult the Vestibule School before ascending toward Floor 317.
