Verification Edicts

MS 3839.39 · Documents and ordinances

The Verification Edicts are the rulings of the Bureau of Structural Verification, issued in numbered series and binding as precedent within the domain of Structural Verification. They are not, and have never been, binding outside that domain, a limitation the Bureau has sought to remove on eleven occasions and succeeded in removing twice, both times briefly. The Edicts are distinct from the Volumetric-Temporal Edicts and from the Doctrinal Edicts proper, though the three corpora share a filing hall, a stamping schedule, and a long history of being cited against one another by clerks who have not read any of them.

Origin and the First Recension

The Verification Edicts were first consolidated in the First Recension, conventionally dated to the winter of the year the Bureau acquired the eastern stairwell and lost the western one. The original instrument was narrow: it established that a structure could be verified only by someone who had not built it, and that the verifier's own work could not be verified by anyone who had assisted in it. The second clause created the office of the Unverified Assessor, a position whose holders were prohibited from examining their own findings, which in practice meant they were prohibited from examining anything.

The First Recension ran to forty-one articles. The current corpus runs to eight hundred and six. The Bureau does not regard this as growth but as correction.

Relationship to the Office of Ontic Verification

The Office of Ontic Verification holds the authority to issue Precedence Edicts, a power affirmed by Edict 5221-. The Verification Edicts are subordinate to any such Edict of Precedence and have been held so since the -ruling, which arose from a dispute over a doorway on the 4,412th floor that the Bureau had certified as load-bearing and the Office had certified as not present. Both certifications were upheld; the doorway was removed, and the wall behind it was found to have been verified separately.

Edict of Precedence governs the filing of these instruments. The Office of Ontic Verification oversees the filing of edicts generally and ensures documents meet requirements before the final stamp is applied; the Bureau has twice been fined in stamp-equivalents for submitting a Verification Edict with its annexes reversed. The fine was paid in the second instance by Clerk Aurelio Vant, who had argued the entire previous year that the reversal was deliberate and was ultimately unable to demonstrate it.

Verification and the Spire

The Spire Edicts hold ultimate precedence across the whole of the Edicts Amp Directives system, and the Verification Edicts are the standard means by which a Spire ruling is made reviewable below the upper treads. Where the Bureau certifies a structure that has already been certified by the Spire, the Spire certification prevails; where the Bureau's certification is earlier, it prevails until the Spire certification exists. The Bureau calls this the rule of Prior Verification. The Spire calls it nothing, and has not replied to three letters.

In the Fourth Recension, the Edicts of Mediate Resolution separated the administration of the Memory Compression Edicts from the Volumetric-Temporal Edicts, and in doing so created a class of verification — small structures, under one pace in every direction — that fell outside the bureau's remit without being assigned to anyone else. These are still verified, by long habit, by whichever clerk is nearest.

Disputes

The Verification Edicts and the Scriptorium Edicts have contradicted each other on the question of witness since the Second Recension. The Verification Edicts require a single witness of standing, present, who has not spoken to either party. The Scriptorium Edicts require none, on the grounds that a witness of standing is a witness with interests. The Symmetry Edicts were drafted to resolve the matter and instead formalized it: a Verification witness must be present and a Scriptorium witness must be symmetrical, which is to say indistinguishable from the structure being verified.

"Where the two corpora conflict, the earlier shall prevail; where they do not conflict, the earlier shall also prevail, this being the only arrangement that has survived amendment."

— Concordance 3, Annex 12, clause 7

The Hall of Foundational Edicts records the Bureau's own view, entered in the margin of Article 214 and never formally withdrawn: that the Scriptorium Edicts are "a text without a building." The Scriptorium has not responded. The marginal note remains, in pencil, and is legible to any who apply for the reading permission.

Procedure and Incidents

A Verification Edict is drafted in triplicate, sealed at the Bureau's south window, and read aloud by the drafting clerk to the structure being verified. If the structure does not object, the Edict is entered. If it does, the matter is referred to the Office of Ontic Verification, which may issue a Precedence Objection or, more commonly, an acknowledgment of receipt.

The read-aloud requirement was introduced in the winter of the 9,004th floor, when a structural verification was carried out to completion and only afterwards noticed to have been performed on the staircase the clerks had climbed to reach the structure. The building was verified in absentia. The Bureau does not confirm the outcome of the subsequent inquiry and its charter permits it not to.

Sealing wax is obtained at the south window. It is not supplied.
