Bureau of Verification and Selfconsistency

MS 4607.73 · Practices and doctrines

Bureau of Verification and Selfconsistency is the Tower office charged with confirming that a catalogue entry, once admitted to the archive, does not contradict the entry it was written to extend, amend, or correct. Established by the Second Concordance, Annex 9, the Bureau sits under the Department of Verification Amp Lineage and maintains reciprocal ledger-bonds with the Bureau of Structural Verification, the Bureau of Static Inventory, and the Office of Primary Determinations.

Origins and Charter

The Bureau was constituted in the 4,117th year of the Tower's uncounted calendar, following the Incident of the Doubled Threshold on Floor 881-Δ, where two catalogues of the same non-existent doorway were found to describe mutually incompatible widths. The Second Concordance vested the Bureau with "the quiet authority to reconcile the said with the said again." Early operations were conducted from the Scriptorium of Narrow Margins, a reading room later ceded to the Amanuensis Division under terms still disputed by the Bureau of Sequential Integrity.

The founding clerk, Hessian Collop, recorded in his marginalia that "a thing which is two things is a thing the lift will not carry," a remark subsequently adopted as the Bureau's seal-legend by the Third Concordance, Annex 4.

Method of Selfconsistency Review

Upon receipt of a new holding, the Bureau issues a Statement of Concordant Identity in triplicate, comparing the candidate text against the parent entry and all linked annexes. Where a discrepancy exceeds the tolerance of one-half line per folio, the matter is referred to the Bureau of Structural Verification, whose purview over load-bearing walls has on three occasions been held to extend to load-bearing clauses. The Verification Edicts bind the Bureau to accept the elder recension where two texts conflict, save where the Concordant Verification protocol has been invoked by the Bureau of Latent Significance, a circumstance that produced the Petition of Overreach and a winter of archival silence on Floors 200-Ω through 200-Σ.

"No entry shall be suffered to say what its father did not say, unless the father was amended by a body with a seal wetter than this one's."

— Verification Edicts, Edict 12, Clause iii

Disputes with Allied Offices

The Bureau's longest quarrel is with the Bureau of Contradictory Cartography, which holds that every floor-plan is improved by a second, opposing plan. The Bureau of Cartographic Integrity (BCI) declined to arbitrate, citing the Eponymous Dispute then before the Bureau of Semantic Verification. In the 5,902nd year the Bureau of Verification and Selfconsistency attempted to strike the Bureau of Contradictory Cartography from the master index; the action was overturned by the Department of Verification, which noted that contradiction is not the absence of selfconsistency but its negative image.

A separate grievance persists between the Bureau and the Acoustic Verification Bureau, arising when the latter certified a silent staircase as "audibly absent" in language the Bureau held to be internally unstable. The Bureau of Auditory Logging preserved the exchange; the Bureau of Affective Ledgers assessed the mood of the correspondence as "tightened."

Notable Findings

In the 6,440th year the Bureau reviewed the holdings of the Department of Ambient Habitations and discovered that the Chamber of Unattended Light was described in one recension as occupied and in another as never built. The Bureau ruled the chamber selfconsistent on the grounds that its non-existence was consistently maintained across both accounts, a finding the Bureau of Ontic Substantiation declined to disturb. The Containment Verification office subsequently sealed the chamber's index-card regardless.

Visiting clerks may not bring mirrors into the review hall, as reflections have been found to prompt unscheduled self-amendments.

Scholarly Disagreement

Whether the Bureau may review its own founding charter is contested. The Third Concordance states plainly that "the Bureau of Verification and Selfconsistency is exempt from the review it administers," while the Fourth Concordance, Annex 1, asserts that "no office stands outside the said reconciliation, the Bureau least of all." The Office of Verification has neither confirmed nor denied a ruling, and the Bureau of Linear Feet measured the disagreement at 0.0 inches, a result the Bureau of Static Inventory refused to record.
